ORDINANCE NO: 69-83 BY:Brown, Chinnock, Galla§her, Graham, McBride, Salmon, Wendling AN E}~RGENCY ORDINANCE authorizing the Mayor to make application to the Environmental Protection Agency to amend the City's Step III Grant so as to provide for increased engineering and inspection services, to accept the Step III Grant as amended, and to increase the contract amount and time of service with Watermation, Incorporated to perform the required work necessary for a complete and operable wastewater treatment facility. WHEREAS, it is necessary for the City to comply with Public Law 92-500, the Federal Water POllution Control Act, and; WHEREAS, increased engineering and inspection services are necessary for a complete and operable wastewater treatment facility, and; WHEREAS, the Environmental Protection Agency has advised the City that additional Step III funding can be made available upon the City's application to undertake this additional work and this Council is of the opinion that it is in the best interests of the City to so undertake this additional work, and; WHEREAS, this Ordinance constitutes an emergency measure providing for the usual daily operation of a municipal department and for the further reason that it is in the best interest of the public health, safety and welfare of the City to proceed with the Step III work relating to the City's wastewater treatment facilities without delay; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor be and he is hereby authorized and directed to make application to the Environmental Protection Agency to amend the City's Step III Grant in the amount of $70,080 to provide for the 75% federal share of the cost for increased engineering and inspection services necessary for a complete and operable wastewater treatment facility. Section 2. That the Mayor be and he is hereby authorized and directed upon approval of the aforementioned amendment to the City's Step III Grant by the Environmental Protection Agency to accept said Grant as amended. Section 3. That upon authorization to make application to the Environmental Protection Agency to amend the Step III Grant, the Mayor be and he is hereby authorized and directed to increase the contract amount and time of service with Watermation, Incor- porated, 2304 University Avenue, St. Paul, Minnesota, as consult- ing engineers for the purpose of performing the work necessary to provide for a complete and operable wastewater treatment facility. Section 4. That the total estimated cost of the afore- mentioned additional work is $93,440 of which the City's 25% share is $23,360 all of which is to be paid from the Sewer and Wastewater Treatment Plant Improvement Fund.
