ORDINANCE NO. 92-83 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor to establish an Incentive <br />Awards Program for all employees of the City of Lakewood, including foremen but <br />excluding all other managerial staff. <br /> <br /> WHEREAS, this Council is of the opinion that a properly run Incentive <br />Awards Program for City employees would stimulate such employees and encourage <br />them to propose solutions to City problems and/or past practice which may not <br />be cost effective, and <br /> <br /> WHEREAS, this Council determines that an Incentive Awards Program <br />would not only save taxpayers dollars, but would improve the overall effective- <br />ness of the City's service to the tax payer, and <br /> <br /> WHEREAS, this Council determines that it is in the best interest of <br />the City and the residents of the Lakewood community that an Incentive Awards <br />Program be established for the City, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public welfare and for the usual daily <br />operation of a municipal department; now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor be and he is hereby authorized and <br />directed to establish an Incentive Awards Program to be retroactive to September <br />l, 1978, for all employees of the City of Lakewood, including first line <br />supervisors (i.e., foremen in the Department of Public Works, Sergeants in the <br />Division of Police, and Captains in the Division of Fire of the Department of <br />Public Safety), but excluding all other managerial personnel and elected <br />officials, said Program to be established within the following guidelines: <br /> <br />(1) <br /> <br />Suggestions to be of two types, to wit, those which have a defin <br />ite monetary value and those where value cannot be stated in <br />monetary terms although some intangible value to the City results; <br /> <br />(2) <br /> <br />(3) <br /> <br />For those suggestions adopted which result in monetary savings <br />to the City an award of up to ten percent of such savings but <br />not to exceed $2,000 may be made to the employee; <br /> <br />For those suggestions adopted which do not result in monetary savings, <br />but do have some intangible value to the City, an award of Fifteen <br />Dollars ($15.00) to One Hundred Dollars ($100.00) may be made to <br />the employee. <br /> <br />(4) <br /> <br />There shall be established specific time limits for acknowledg- <br />ment of receipt of suggestions and investigation by the Depart- <br />ment concerned; <br /> <br />(5) <br /> <br />Anonymity and confidentiality of every employee submitting a <br />suggestion shall be maintained during the investigative stage by <br />the Department involved, and <br /> <br />(6) <br /> <br />There shall be established a final review committee consisting <br />of the Director of Public Works of the City of Lakewood, the <br />City Engineer, a member of Council as designated by Council, and <br />the Department head of the Department involved. <br /> <br />(7) Any monetary award recommended by the review committee must be <br /> approved by the Mayor and authorized by resolution of Council. <br /> <br /> Section 2. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this ordinance were adopted <br />in an open meeting of this Council, and that all such deliberations of this Coun- <br />cil and of any of its committees that resulted in such formal action, were in <br />meetings open to the public, in compliance with all legal requirements includ- <br />ing Section 121.22 of the Ohio Revised Code. <br /> <br /> <br />
