That each owner of a lot or parcel of land to be <br />assessed has been given an opportunity to pay the total assessment against <br />each lot or parcel of land in cash within thirty (30) days after notice of <br />such opportunity and all such assessments not now so paid shall be paid in <br />ten (10) semiannual installments with the interest at the same rate as <br />shall be borne by the bonds to be issued in anticipation of the collection <br />of the same. Ail assessments and installments thereof now remaining un- <br />paid shall be certified by the Director of Finance to the County Auditor <br />as provided by law to be placed by him on the tax duplicate and collected <br />as other taxes are collected. <br /> <br /> Section 3. That the Clerk of Council is hereby directed to file <br />a certified copy of this ordinance with the Auditor of Cuyahoga County <br />within twenty (20) days of the date of its passage as required by Section <br />319.61, Ohio Revised Code. <br /> <br /> Section 4. That it is hereby found and determined that all <br />formal actions of this Council concerning and relating to the passage of <br />this ordinance were adopted in an open meeting of this Council, and that <br />all deliberations of this Council and of any of its committees that re- <br />sulted in such formal action were in meetings open to the public in com- <br />pliance with all legal requirements, including Section 121.22 of the Ohio <br />Revised Code. <br /> <br /> Section 5.
