24-84 Amend sections in chpt 1305 - dwelling structures

Gouncil, s~vice of such resolution shall be given in accor~ce with sub~ectio~ (d) hereof to t~e holders of legal and equitable liens of record upon the real l~ro~erty u~on which the dwelling structure, occupiable structure or appurtenant structure is located and to the owners of record of such property and if the owner or person in control of the structure fails, neglect or refuses within forty-five days of such service to comply with the decisic~ and order of the Board, as confirmed by Council, and the City acting through the Building Ccmmissicner shall cause such structure to be repaired or demolished in accor~ce with the decisicn and order of the Board as confirmed by Council. Section 18. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of this Council and that all such deliberations of this Council and of any of its ccm,-ittees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the ~hio Revised Code. Section 19. That this Ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all m~mbers of Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise it shall take effect and be in force after the earliest period allowed by law and existing Secti(~s 1305.04, 1305.07, 1305.09, 1305.13, 1305.23, 1305.24, 1305.26, 1305.27, 1305.28, paragraphs (D), (c), (g), (j), and (k)of 1305.29, 1305.30, 1305.32, 1305.34, 1305.49, 1305.50, paragraphs (a), (b), and (d) of 1305.52, paragraphs (a), (b), (j), ~-~d (k) of 1305.521 shall be and the same is hereby repealed at such time. 11
