Placed on First Reading May 21, 198~ <br />Placed on Second Reading June 4, 196 <br /> <br />ORDINANCE NO. 56-84 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Salmon, Wendling <br /> <br />AN EMERGENCY ORDINANCE to amend Section 902.04 of the Streets, Utilities <br />and Public Services Code of the Codified Ordinances of the City of Lake- <br />wood to increase sewer service charges, effective July l, 1984. <br /> <br />WHEREAS, the establishment of sewer service or rental charges is essen- <br />tial to provide sufficient funds for the operation, maintenance, repair <br />and improvements of the storm and sanitary sewer systems of the City <br />and any additional funds required for the operation, maintenance, repair <br />and improvements to the Wastewater Treatment Plant, and <br /> <br />WHEREAS, the present sewer charge rate of fifty-two and one-half cents <br />(52.5¢) per 100 cubic feet of water consumed is not adequate to cover <br />the cost of constructing the required upgraded wastewater treatment facil- <br />ities and operating and maintaining these facilities, and <br /> <br />WHEREAS, the City must provide 25% of the capital costs for the upgraded <br />wastewater facilities which have been mandated by the Environmental Pro- <br />tection Agency and operating and maintenance costs, which have risen <br />at an average rate of 10% over the last three years, are predicted to <br />increase at an average rate of 6% through 1988, and <br /> <br />WHEREAS, this ordinance constitutes an emergency measure providing for <br />the immediate preservation of the public health, safety and welfare and <br />for the usual daily operation of a municipal department; now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That Section 902.04 of the Streets, Utilities and Public Ser- <br />vices Code of the Codified Ordinances of the City of Lakewood now reading <br />as follows: <br /> <br />902.04 SEWER SERVICE CHARGE. <br /> <br />For the purposes provided in Section 902.03, there is hereby levied <br />and charged upon each lot, parcel of land or premises having a con- <br />nection with the sewer system, or otherwise discharging sewage, <br />industrial waste, water or other liquid, either directly or indirect- <br />ly into the system, a sewer service or rental charge equal to fifty- <br />two and one-half cents (52.5¢) per 100 cubic feet of water consumed <br />each quarter, as shown by the records of the Water Division of,the <br />City, based upon actual water meter readings. However, there shall <br />be a minimum sewer service or rental charge of five dollars and <br />twenty-five cents ($5.25) per quarter for each such lot, parcel <br />of land or premises. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br />902.04 SEWER SERVICE CHARGE <br /> <br />For the purposes provided in Section 902.03, there is hereby levied <br />and charged upon each lot, parcel of land or premises having a con- <br />nection with the sewer system, or otherwise discharging sewage, <br />industrial waste, water or other liquid, either directly or indirect- <br />ly into the system, a sewer service or rental charge equal to seven- <br />ty-five and seven tenths cents (75.7¢) per 100 cubic feet of water <br />consumed each quarter, as shown by the records of the Water Division <br /> <br /> <br />
