ORDINANCE NO. 59-84 BY: Brown, Chinnock, Gallagher, Graham, McBride, Salmon, Wendling AN EMERGENCY ORDINANCE authorizing the Mayor to enter into a contract with The Computer Place, a Division of D & D Financial Enterprises, Inc., for the purchase of computer hardware and software for Lakewood Municipal Court for the processing of parking tickets. WHEREAS, Lakewood Municipal Court has been advised of an increase in monthly billing charges relative to the City's computerized parking tick- et system by the Departmment of Data Processing of LakewOod Hospital due to the installation of a new computer system at the Hospital, and WHEREAS, it has been determined that it would be more economical for the Lakewood Municipal Court to utilize the County Regional Information System (C.R.I.S.), and WHEREAS, the software and hardware compatible with the Cuyahoga Regional Information System is available from only one source and can be obtained for a total cost of $13,800 , and WHEREAS, THIS Council determined that it is in the best economic interest of the City to purchase its own software and equipment for parking ticket processing, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate presevation of the public health, safety and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That it is hereby determined that computer software and hard- ware compatible with the CUyahoga Regional Information System can be secured from only one source, The Computer Place, a Division of D & D Financial Enterprises, Inc., 4595 Van Epps Road, Brooklyn Heights, Ohio and the Mayor be and he is hereby authorized and directed to enter into a contract with said The Computer Place on the basis of its proposal dated May 15, 1984 for computer hardware and software to be used for the processing of parking tickets. Section 2. That the cost of said contract hereby authorized in the approximate amount of $13,800 shall be paid from the Capital Improvements Fund. Section 3. That it is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such delib- erations of this COuncil and of any committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 4. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adopt- tion and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period allowed by law.
