ORDINANCE NO. 59-84 BY: Brown, Chinnock, Gallagher, <br /> Graham, McBride, Salmon, Wendling <br /> <br />AN EMERGENCY ORDINANCE authorizing the Mayor to enter into a contract <br />with The Computer Place, a Division of D & D Financial Enterprises, <br />Inc., for the purchase of computer hardware and software for Lakewood <br />Municipal Court for the processing of parking tickets. <br />WHEREAS, Lakewood Municipal Court has been advised of an increase in <br />monthly billing charges relative to the City's computerized parking tick- <br />et system by the Departmment of Data Processing of LakewOod Hospital due <br />to the installation of a new computer system at the Hospital, and <br />WHEREAS, it has been determined that it would be more economical for the <br />Lakewood Municipal Court to utilize the County Regional Information <br />System (C.R.I.S.), and <br /> WHEREAS, the software and hardware compatible with the Cuyahoga Regional <br /> Information System is available from only one source and can be obtained <br /> for a total cost of $13,800 , and <br /> WHEREAS, THIS Council determined that it is in the best economic <br /> interest of the City to purchase its own software and equipment for <br /> parking ticket processing, and <br /> WHEREAS, this ordinance constitutes an emergency measure providing for <br /> the immediate presevation of the public health, safety and welfare and <br /> for the usual daily operation of a municipal department; now, therefore, <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That it is hereby determined that computer software and hard- <br /> ware compatible with the CUyahoga Regional Information System can be <br /> secured from only one source, The Computer Place, a Division of D & D <br /> Financial Enterprises, Inc., 4595 Van Epps Road, Brooklyn Heights, Ohio <br /> and the Mayor be and he is hereby authorized and directed to enter into <br /> a contract with said The Computer Place on the basis of its proposal <br /> dated May 15, 1984 for computer hardware and software to be used for the <br /> processing of parking tickets. <br /> Section 2. That the cost of said contract hereby authorized in the <br /> approximate amount of $13,800 shall be paid from the Capital Improvements <br /> Fund. <br /> Section 3. That it is found and determined that all formal actions of <br /> this Council concerning and relating to the passage of this ordinance <br /> were adopted in an open meeting of this Council, and that all such delib- <br /> erations of this COuncil and of any committees that resulted in such <br /> formal action were in meetings open to the public, in compliance with <br /> all legal requirements including Section 121.22 of the Ohio Revised Code. <br /> Section 4. That this ordinance is hereby declared to be an emergency <br /> measure for the reasons stated in the preamble hereof and provided it <br /> receives the affirmative vote of two-thirds of all members elected to <br /> Council, it shall take effect and be in force immediately upon its adopt- <br /> tion and approval by the Mayor; otherwise, it shall take effect and be <br /> in force after the earliest period allowed by law. <br /> <br /> Presiden <br /> <br /> ~C1 ~r k <br /> <br />Approved~ <br /> <br /> <br />
