(4) The person operates the motorized bicycle when <br /> practicable within three feet of the right edge <br /> of the roadway obeying all traffic rules applica- <br /> ble to vehicles; and <br /> (5) The motorized bicycle displays on the rear of <br /> such bicycle the current license plate or valida- <br /> tion sticker furnished by the :Ohio Director of <br /> Highway Safety under Ohio R.C. 4503.191. This <br /> subsection (a)(5) is not effective until the <br /> end of the first month of the registration <br /> period in 1985 to which the motorized bicycle <br /> is assigned by the Ohio Registrar of Motor <br /> Vehicles as provided in Ohio R.C. 4503.101. <br /> <br /> (b) No person operating a motorized bicycle shall <br /> carry another person upon the motorized bicycle. <br /> <br /> Section 2. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and of any of its committees that resulted in such formal action <br />were in meetings open to the public in compliance with all legal requirements <br />including Section 121.22 ofthe Ohio Revised Code. <br /> <br /> Section 3. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members of Council, it shall take eff- <br />fect and be in force immediately upon its adoption and approval by the Mayor; <br />otherwise it shall take effect and be in force after the earliest period <br />allowed by law.and existing Section 373.27 adopted March 20, 1978, shall be and <br />the same is hereby repealed at such time. <br /> <br />Adopted: <br /> <br />I~JERK- ' <br /> <br /> <br />
