That notwithstanding the provision of Section 1667.17 of <br /> the Regional Building Code and the provision of Section gOl.18 of the Streets <br /> and Public Services Code of the Codified Ordinances of the City of Lakewood, <br /> the Mayor as ex-officio Director of Public Safety, be and he is hereby <br /> authorized and directed to issue a permit to the Downtown Lakewood Business <br /> Association to conduct a sidewalk sale on Detroit Avenue between Lincoln Avenue <br /> and Mars Avenue, in the City on Saturday, July 21, 1984, between the hours of <br /> lO:O0 a.m. and 5:00 p.m. No more than fifty (50%) percent of the sidewalk <br /> width abutting participating stores shall be occupied by displays, which occupied <br /> portion of the sidewalk shall be that portion immediately adjacent to the <br /> principal structure. <br /> Section 2. It is found and determined that all formal actions of <br /> this Council concerning and relating to the passage of this ordinance were <br /> adopted in an open meeting of this Council, and that all such deliberations of <br /> this Council and of any of its committees that resulted in such formal action <br /> were in meetings open to the public in compliance with all legal requirements <br /> including Section 121.22 ofthe Ohio Revised Code. <br /> Section 3. That this ordinance is hereby declared to be an emergency <br /> measure for the reasons stated in the preamble hereof and provided it receives <br /> the affirmative vote of two-thirds of all members of Council, it shall take eff- <br /> fect and be in force immediately upon its adoption and approval by the Mayor; <br /> otherwise it shall take effect and be in force after the earliest period <br /> allowed by law. <br /> <br />Adopted: <br /> <br /> <br />
