All encumbrances from the prior fiscal year shall be carri'ed forward. Section 9. All revenues projected and budgeted are reflected in the proposed budget document. Section 10. That the Director of Finance be and is hereby authorized to draw checks upon the City depositories for the amounts appropriated in this ordinance whenever claims 'are presented, properly approved, by the head of the department for which the indebtedness is incurred, provided the President of Council shall approve all claims of the City Council Section ll. In accordance with Article III, Section 14 of the Charter of the City of Lakewood, Council hereby determines that the manner of giving notice of the passage of this ordinance is to be by posting copies hereof for a period of not less than fifteen (15) days, in not less than five (5) of the most public places in the City, which places have been determined by Council in Ordinance No. 55-59. Section 12. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action, where in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 13. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble, and provided it receives the affirmative vote of two-thirds (2/3) of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor, and Ordinance No. 122-84 and all other ordinances or parts of ordinances inconsistant herewith are hereby repealed.
