ORDINANCE NO. 69-85 <br /> <br />BY: Brown, CHinnock, Gallagher, <br /> Graham, McBride, Salmon, <br /> Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing and directing the <br />Personnel Administrator to engage The Wyatt Company as special <br />consultants to conduct a study of the City's Group Health <br />Insurance Benefits Program and to assist the City in the <br />preparation of bid specifications to provide improved funding <br />arrangements and service. <br /> <br /> WHEREAS, the City provides group health insurance <br />benefits for approximately 500 employees through standard formula <br />contracts with Blue Cross of Northeast Ohio and Medical Mutual of <br />Cleveland, and <br /> <br /> WHEREAS, the City administration believes it to be <br />desirable to put such coverage out to competitive bidding to <br />determine if improvements can be achieved in funding arrangements <br />and service, and <br /> <br /> WHEREAS, this Council determines that the employment of <br /> The Wyatt Company as consultants would be in the best interest of <br /> the City, said Company being adequately qualified to discharge <br /> said task, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency <br />measure providing for the usual daily operation of a municipal <br />department; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br />STATE OF OHIO: <br /> <br /> Section 1. That the Personnel Administrator be and he <br />is hereby authorized and directed to engage The Wyatt Company, <br />1400 Ohio Savings Plaza, Cleveland, Ohio, 44114, as consultants <br />to conduct a study of the City's Group Health Insurance Benefits <br />Program and to assist the City in the preparation of bid <br />specifications to provide improved funding arrangements and <br />services. <br /> <br /> Section 2. That the estimated fee for such consultant <br />will range between $7,500 and $11,500 and shall be paid from the <br />General Fund. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of <br />this ordinance were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its <br />committees that resulted in such formal action, were in meetings <br />open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br /> <br /> Section 4. That this ordinance is hereby declared to <br />be an emergency measure for the reasons stated in the preamble <br />hereof and provided it receives the affirmative vote of two- <br /> <br /> <br />
