PLEASE SUBSTITUIE FOR ORDINANCE SUBMIT <br />TED WITH DOCKET.~ <br />PLACED ON <br /> <br />ORDINANCE NO. <br /> <br />87-85 <br /> <br />Brown, Chinnock, Gallagher, <br />Graham, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authori.zing the Director of Public <br />Works to take competitive bids without advertising and to enter into a <br />contract for the purchase of magnetic and/or safety film windows to be <br />installed in the Municipal Building. <br /> <br /> WHEREAS, recently an object was hurled through the window of <br />the Finance Department of the Lakewood Municipal Building which <br />endangered the life and safety of employees of that department, and <br /> <br /> WHEREAS, Council determines that it is immediately necessary <br />to enter into a contract for the purchase of said windows for the <br />immediate preservation of the health, safety and welfare of municipal <br />employees and persons visiting the Municipal Building, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the usual daily operation of a municipal department; <br />now, therefore, <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br /> Section 1. That the Director of Public Works be and he is hereby <br />authorized and directed to take competitive bids without advertising and enter <br />into a contract, subject to approval of Council, for the purchase of magnetic <br />and/or safety film windows to be installed in the Municipal Buildi'ng. <br /> Section 2. That Council hereby determines that the contract <br />to be enterned into as set forth in Section 1 hereof is necessary to <br />meet an emergency arising in connection with the operation of the <br />Department of Public Works and the maintenance of the Municipal <br />Building in accordance with Paragraph 3 of Section 111.~4 of the <br />Administrative Code of the Codified Ordinances of the City of <br />Lakewood. <br /> <br /> Section 3. That the cost of the aforesaid <br />shall be paid from the Capital Improvements Fund. <br /> <br />installation <br /> <br /> Section 4. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action, were in meetings open to the <br />public, in compliance with all legal requirements including Section <br />121.22 of the Ohio Revised Code. <br /> <br /> Section 5. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately <br />upon its adoption and approval by the Mayor; <br />effect and be in force after the earliest period allowed <br /> <br />Adopted: /~ '~ <br /> <br />Approved <br /> <br />otherwise, it shall/t~7~-% <br />od allowed by · <br /> <br /> <br />
