PLEASE SUBSTITUIE FOR ORDINANCE SUBMIT TED WITH DOCKET.~ PLACED ON ORDINANCE NO. 87-85 Brown, Chinnock, Gallagher, Graham, Salmon, Wendling AN EMERGENCY ORDINANCE authori.zing the Director of Public Works to take competitive bids without advertising and to enter into a contract for the purchase of magnetic and/or safety film windows to be installed in the Municipal Building. WHEREAS, recently an object was hurled through the window of the Finance Department of the Lakewood Municipal Building which endangered the life and safety of employees of that department, and WHEREAS, Council determines that it is immediately necessary to enter into a contract for the purchase of said windows for the immediate preservation of the health, safety and welfare of municipal employees and persons visiting the Municipal Building, and WHEREAS, this ordinance constitutes an emergency measure providing for the usual daily operation of a municipal department; now, therefore, OF OHIO: BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE Section 1. That the Director of Public Works be and he is hereby authorized and directed to take competitive bids without advertising and enter into a contract, subject to approval of Council, for the purchase of magnetic and/or safety film windows to be installed in the Municipal Buildi'ng. Section 2. That Council hereby determines that the contract to be enterned into as set forth in Section 1 hereof is necessary to meet an emergency arising in connection with the operation of the Department of Public Works and the maintenance of the Municipal Building in accordance with Paragraph 3 of Section 111.~4 of the Administrative Code of the Codified Ordinances of the City of Lakewood. Section 3. That the cost of the aforesaid shall be paid from the Capital Improvements Fund. installation Section 4. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 5. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; effect and be in force after the earliest period allowed Adopted: /~ '~ Approved otherwise, it shall/t~7~-% od allowed by ·
