If a <br />hearing is to be held, the public notice shall give the date and <br />time of suck hearing, whether public participation will be <br />allowed and the procedures by which such participation may be <br />obtained. The Company is a necessary' party to any hearing <br />conducted in regard to its operations. <br /> <br />SECTION 22. RATES AND CHARGES <br /> <br /> (a) Senior Citizen Discount From and after the first <br />complete month following passage of this renewal ordinance, <br />Company shall allow a Senior Citizen Discount of fifteen percent <br />(15%) off the prevailing customer subscription rates for those <br />senior citizens in the City of Lakewood who qualify for the <br />homestead exemption or live at city designated senior citizens' <br />housing complexes, except that the Company shall not be required <br />to offer such a discount for any off-the-air signal <br />retransmission services or for premium services. <br /> <br /> (b) Public Hearin~ For Rate Increase In the event that <br />the Company determines to increase subscriber rates, the Company <br />shall, if the City so requests, participate in an informational <br />public hearing for the purpose of describing such rate increase <br />and the reasons therefor.
