ORDINANCE NO. 102-86 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Salmon, Wendling <br /> <br />AN EMERGENCY ORDINANCE authorizing and directing the Director of Finance <br />to enter into a contract with the firm of Deloitte, Haskins & Sells to <br />prepare the 1986 Consolidated Cost Allocation Plan for the City of <br />Lakewood. <br /> <br />WHEREAS, Council determined that it would be in the best interests of <br />the City to solicit bids for the 1986 Consolidated Cost Allocation Plan, <br />and <br /> <br />WHEREAS, sixteen independent accounting firms were provided with specifi- <br />cations in accordance with said Plan, and a total of six proposals were <br />received, and <br /> <br />WHEREAS, the Finance Committee of Council has recommended that the <br />lowest and best bid was submitted by the firm of Deloitte, Haskins & <br />Sells, 1717 E. Ninth St., Cleveland, OH 44114, and will result in the <br />annual savings to the City of approximately Five-Thousand-Dollars <br />($5,000), and <br /> <br />WHEREAS, this Council determines Deloitte, Haskins & Sells is well <br />qualified and capable to prepare the 1986 Consolidated Cost Allocation <br />Plan, and should be engaged by the City for such purpose, and <br /> <br />WHEREAS, this Ordinance constitutes an emergency measure to provide for <br />the usual daily operation of a municipal department, and for the further <br />reason that the Consolidated Cost Allocation Plan should be prepared as <br />soon as possible without further delay, now therefore <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That the Director of Finance be and he is hereby authorized <br />and directed to enter into a contract with Deloitte, Haskins & Sells, <br />1717 E. Ninth St., Cleveland, OH 44114 to prepare the 1986 Consolidated <br />Cost Allocation Plan for the City of Lakewood in accordance with the <br />proposal submitted by that firm. <br /> <br />Section 2. That the cost for the preparation of the 1986 Consolidated <br />Cost Allocation Plan shall not exceed the sum of Thirteen-Thousand-Two- <br />Hundred-Dollars ($13,200), and shall be paid from the General Fund. <br /> <br />Section 3. It is found and determined that all formal actions of <br />Council concerning and relating to the adoption of this ordinance were <br />adopted in an open meeting of this Council and that all deliberations of <br />this Council and any of its committees that resulted in such formal <br />actions, were in meetings open to the public in compliance with all <br />legal requirements including Section 121.22 of the Ohio Revised Code. <br /> <br />Section 4. This ordinance is hereby declared to be an emergency measure <br />for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it <br />shall take effect and be in force immediately upon its adoption and <br />approval by the Mayor. <br />Adopted: ~~ ~? /~Pre~ <br /> Clerk~~ ~' ' <br />Approved:~ ~ <br /> <br /> <br />
