declared to be independent, and the ftn&ing o3 ~olding of any section or <br />subdivision of any section kere~f t~ be tn~ali~ or void shall not be <br />deemed or held to affect the validity of any ot~'~er section or subdivi- <br />sion of this Refunding Bonds Legislation. <br /> <br /> Section 12. Recitals. It is hereby determined and recited <br />that all acts, conditions and things necessary to be done precedent to <br />and in the issuing of the Refunding Bonds in order to make the same <br />legal, valid and binding revenue bonds issued by the City of Lakewood, <br />Ohio, will have happened, been ~one and performed or will happen, be <br />done and performed ~n regular and due form as required by law; and that <br />no limitation of indebtedness or taxation, either statutory or constitu- <br />tional, is applicable to the issuance of the Refunding Bonds. <br /> <br /> Section 13. Emergency Clause. This Refunding Bonds Legis- <br />lation is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, health, safety and welfare <br />in the City of Lakewood, Ohio for the reasons set forth in the preamble <br />hereto, which reasons are incorporated herein as fully as if restated <br />herein, and provided it receives the affirmative vote of at least <br />two-th~rds of all members elected to this Legislative Authority, this <br />Refunding Bonds Legislation shall be n full force and effect from and <br />immediately after its passage and approval by the Executive; otherwise, <br />it shall take effect and be in force from and after the earliest date <br />allowed by law. <br /> <br />Adopted: ~, 1986 <br /> <br />Approved:i~, 1986 <br /> <br />089S8-14282A <br /> <br /> <br />
