ORDINANCE NO 27-87 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing and directing the Mayor for and <br />on behalf of the City of Lakewood, to enter into a five-year lease agreement <br />with the Ameritech Credit Corporation and a Purchase Agreement with Ohio Bell <br />Communications Incorporated for the purposes of obtaining, installing and <br />operating E911 equipment. <br /> WHEREAS, on April 7, 1986, Lakewood City Council adopted Resolution <br />6042-86, approving the final countywide 911 plan for Cuyahoga County, Ohio, <br />and <br /> <br /> WHEREAS, legislative authorities representing 85% of Cuyahoga <br />County's population approved the final countywide 911 plan within the 60-day <br />period allotted by law, and <br /> <br /> WHEREAS, based on this approval, the Board of Cuyahoga <br /> Commissioners determined the 911 final plan to be in effect, and <br /> WHEREAS, based on the final countywide E911 plan, the Ohio Bell <br /> Telephone Company has established November 1987 as a target date for the <br /> implementation of the countywide 911 system, and <br /> <br /> WHEREAS, the installation and operation of E911 equipment is <br /> necessary in order to enhance the quality of life, health and welfare of <br /> Lakewood residents; and <br /> <br /> WHEREAS this ordinance constitutes an emergency measure providing <br /> for the usual daily operation of municipal departments; now, therefore, <br /> BE IT ORDAINED BY THE COUNCIL OF TIlE CITY OF LAKEWOOD, STATE OF <br /> OHIO: <br /> <br /> Section 1. That the Mayor be, and he is hereby authorized and <br /> directed, to enter into a five-year lease agreement with the Ameritech Credit <br /> Corporation and purchase agreement with Ohio Bell Communications, Inc., for <br /> the purpose of obtaining and operating E911 equipment. <br /> <br /> Section 2. It is found and determined that all formal actions of <br /> this Council concerning and relating to the passage of this ordinance were <br /> adopted in an open meeting of this Council, and that all such deliberations <br /> of this Council and of any of its committees that result in such formal <br /> action were in meetings open to the public, in compliance with all legal <br /> requirements. <br /> <br /> Section 3. That this ordinance 'is hereby declared to be an <br /> emergency measure for the reasons stated in the preamble hereof, and provided <br /> it receives the affirmative vote of 2/3 of all members elected to Council, it <br /> shall take effect and be in force immediately upon its adoption and approval <br /> by the Mayor; otherwise, it shall take effect and be in force at the earliest <br /> <br />period allowed by law. <br /> <br />Approved~/~_ ~/ <br /> <br /> <br />
