REPLAT BACKGROUND INFORMATION <br /> <br />PROPERTY OWNER: Priwatel¥ Owned PROPERTY ADDRESS: Clifton Lagoon Area <br /> <br />TYPE OF REQUEST: <br /> Amendment to Zoning Map to change the Lagoon area from R-1 (One-Family District) <br /> to new Lagoon (L) classification. <br /> <br />CODE REQUIREMENTS: <br /> Section 1103.02 of the Zoning Code is the Zoning Map. All areas of the city are <br /> shown and zoning classifications identified on the map. This request is found <br /> in proposed Ordinance #39-87. <br /> <br />PROJECT PURPOSE: <br /> To apply new Lagoon zoning standards as proposed in Ordinance #40-87 to the Lagoon <br /> area. The new standards are more compatible with the actual development character <br /> in the Lagoon area. <br /> <br />PREVIOUS BOARD ACTIONS: <br /> The Planning Commission held three public hearings on April 7, July 7, and August 4, <br /> 1987 and recommended an amendment to Ordinance #39-87 to add parcel #311-02-053 and <br /> #311-02-054, which were inadvertently omitted in the ordinance. <br /> <br />EFFECT OF APPROVING THE REQUEST: <br /> This would allow the new standards to be applied to the Lagoon area and reduce the <br /> number of property owners who would have to seek zoning variances for each building <br /> renovation, addition, dock or building construction. The new standards provide for <br /> fire protection in new development which might occur. <br /> <br />EFFECT OF DENYING THE REQUEST: <br /> <br /> The current R-1 single family standards, with large lot standards, would remain in <br /> effect. These are incompatible with all historical development in the Lagoon area. <br /> <br />CITIZEN COMMENTS: <br /> Numerous comments were made and generally resulted in higher permitted lot coverage, <br /> elimination of side yards, and removal of a restriction on the number of boats per- <br /> mitted on each lot. Planning Commission minutes include all citizen comments. <br /> <br />PLANNING DIRECTOR COMMENTS: <br /> The amended ordinance should be adopted to provide compatible standards for the <br /> Lagoon area. <br /> <br />CITY COUNCIL ACTION REQUESTED: <br /> <br /> Adoption of the Ordinance #39-87 as amended. <br /> <br /> <br />
