REPLAT BACKGROUND INFORMATION PROPERTY OWNER: Priwatel¥ Owned PROPERTY ADDRESS: Clifton Lagoon Area TYPE OF REQUEST: Amendment to Zoning Map to change the Lagoon area from R-1 (One-Family District) to new Lagoon (L) classification. CODE REQUIREMENTS: Section 1103.02 of the Zoning Code is the Zoning Map. All areas of the city are shown and zoning classifications identified on the map. This request is found in proposed Ordinance #39-87. PROJECT PURPOSE: To apply new Lagoon zoning standards as proposed in Ordinance #40-87 to the Lagoon area. The new standards are more compatible with the actual development character in the Lagoon area. PREVIOUS BOARD ACTIONS: The Planning Commission held three public hearings on April 7, July 7, and August 4, 1987 and recommended an amendment to Ordinance #39-87 to add parcel #311-02-053 and #311-02-054, which were inadvertently omitted in the ordinance. EFFECT OF APPROVING THE REQUEST: This would allow the new standards to be applied to the Lagoon area and reduce the number of property owners who would have to seek zoning variances for each building renovation, addition, dock or building construction. The new standards provide for fire protection in new development which might occur. EFFECT OF DENYING THE REQUEST: The current R-1 single family standards, with large lot standards, would remain in effect. These are incompatible with all historical development in the Lagoon area. CITIZEN COMMENTS: Numerous comments were made and generally resulted in higher permitted lot coverage, elimination of side yards, and removal of a restriction on the number of boats per- mitted on each lot. Planning Commission minutes include all citizen comments. PLANNING DIRECTOR COMMENTS: The amended ordinance should be adopted to provide compatible standards for the Lagoon area. CITY COUNCIL ACTION REQUESTED: Adoption of the Ordinance #39-87 as amended.
