REPLAT BACKGROUND INFORMATION <br /> <br />PROPERTY OWNER: Privately Owned PROPERTY ADDRESS: Clifton Lagoon Area <br /> <br />TYPE OF REQUEST: <br /> Proposed Ordinance #40-87 to amend the Zoning Code to supplement a new Chapter 1106 - <br /> Lagoon (L) classification. <br /> <br />CODE REQUIREMENTS: <br /> Currently the R-1 (One-Family District) zoning_~tandards apply to the Lagoon area. <br /> These large lot standards are intended for anymore compatible with Lake Avenue and <br /> Clifton Park. Boats and boat houses are not permitted with R-1 standards. <br /> <br />PROJECT PURPOSE: <br /> To apply new Lagoon zoning standards which are more compatible with the actual <br /> development character in the Lagoon area. Boats, boat houses, and smaller lots are <br /> proposed to be permitted. <br /> <br />PREVIOUS BOARD ACTIONS: <br /> The Planning Commission held three public hearings on April 7, July 7, and August 4, <br /> 1987 and recommended several amendments to proposed Ord%nance #40-87. Major amend- <br /> ments included increasing the permitted lot coverage based on a schedule of total lot <br /> area, elimination of side yards, and removal of a restriction on the number of.boats. <br /> Planning Commission recommends adoption as amended. <br /> <br />EFFECT OF APPROVING THE REQUEST: <br /> This would allow the new standards to be applied to the Lagoon area and reduce the <br /> number of property owners who would have to seek zoning variances for each building <br /> renovation, addition, new dock or building construction. The new standards would <br /> permit existing and future boats and boat houses and provide for fire protection in <br /> new development which might occur. <br /> <br />EFFECT OF DENYING THE REQUEST: <br /> The current R-1 single family standards, with large lot standards and excluding <br /> boat storage, would remain in effect. These are incompatible with all historical <br /> development in the Lagoon area. ~ ~tt~e..,pa&~.nt~e~Ous property o~rners havehad to <br /> seek zoning variances for each building renovation, addition, new dock or building <br /> construction. In each case, the number of variances and magnitude of the variances <br /> have been very large because of the standards in the R-1 District. Almost all propertJ <br /> in the Lagoon area would have to request variances for any improvements to their pro- <br />CITIZEN COMMENTS: perty. <br /> Numerous comments were made and generally resulted in higher lot coverage, elimination <br /> of side yards, and removal of a restriction on the number of boats. Planning Com- <br /> mission minutes include all citizen comments., <br /> <br />PLANNING DIRECTOR COMMENTS: <br /> The amended ordinance should be adopted to provide compatible standards for the <br /> Lagoon area. <br /> <br />CITY COUNCIL ACTION REQUESTED: <br /> Adoption of Ordinance #40-87 as amended. <br /> <br /> <br />
