ORDINANCE NO. 5-88 <br /> <br />BY: Brown, Chinnock, Gal la~her, <br />Gazzana, George, Graham, Wendling <br /> <br /> AN EMERGENCY ORDINANCE to amend Section 121.04 of the <br />Administrative Code of the Codified Ordinances of the City of Lakewood <br />to provide for the addition of two standing committees of Council. <br /> <br /> WHEREAS, Council hereby determines that the concerns of <br />owners and residents of apartment buildings and condominiums and the <br />concerns of senior citizens could be better addressed by the <br />establishment of two additional standing committees of Council, and <br /> <br /> WHEREAS, Council further determines that it could more <br />effectively and efficiently exercise its legislative powers and better <br />serve all of the residents of the City of Lakewood by establishing as <br />standing committees of Council an Apartment and Condominium Committee <br />and a Senior Citizens Committee, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare and for the usual daily operation of a municipal <br />department; now, therefore, <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br /> Section 1. That Section 121.04 of the Administrative Code <br />of the Codified Ordinances of the City of Lakewood, now reading as <br />follows: <br /> <br />121.04 COMMITTEES. <br /> <br />At no later than the first regular meeting of <br />Council after its organization, the President of <br />Council shall appoint standing committees on the <br />following named subjects: <br /> <br /> (a) <br /> (b) <br /> (c) <br /> (d) <br /> (e) <br /> (f) <br /> (g) <br /> (h) <br /> (i) <br /> (j) <br />'(k) <br /> <br />Finance; <br />Rules and Ordinances; <br />Utilities and Transportation; <br />Traffic and Safety; <br />Recreation and Juvenile Affairs; <br />City Property; <br />City Departments; <br />Hospital; <br />Zoning and Planning; <br />Commercial Development; <br />Consumer Protection. <br /> <br />The President shall also appoint such other <br />committees as he deems necessary for the efficient <br />handling of Council business. <br /> <br />Ail Council committees shall consist of two <br />members of Council, unless otherwise determined by <br />vote of Council except Finance, which shall <br />consist of three members. The report of the <br />chairman of any committee consisting of only two <br />members shall be considered the majority report of <br />that committee in every case. Minority reports <br />may be filed by the nonassenting members. The <br />President of Council shall be an ex-officio member <br />of all committees except those on which he is a <br />designated member. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br /> <br />
