All encumbrances from the prior fiscal year shall be carried <br />forward. <br /> <br />Section 10. All revenues projected and budgeted are reflected in the proposed <br />budget document. <br /> <br />Section ll. That the Director of Finance be and is hereby authorized to draw <br />checks upon the City depositories for the amounts appropriated in this <br />ordinance whenever claims are presented, properly approved, by the head of <br />the department for which the indebtedness is incurred, provided the President <br />of Council shall approve all claims of the City Council. <br /> <br />Section 12. In accordance with Article III, Section 14 of the Charter of the <br />City of Lakewood, Council hereby determines that the manner of giving notice <br />of the passage of this ordinance is to be by posting copies hereof for a <br />period of not less than fifteen (15) days, in not less than five (5) of the <br />most public places in the City, which places have been determined by Council <br />in Ordinance No. 55-59. <br /> <br />Section 13. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council and of any of its committees, <br />that resulted in such formal actions, were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br />Section 14. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble, and proVided it receives the <br />affirmative vote of two-thirds (2/3) of all members elected to Council, it <br />shall take effect and be in force immediately upon its adoption and approval <br />by the Mayor, and Ordinance No. 87-87 and all other ordinances or parts of <br />ordinances inconsistent herewith are hereby repealed. <br /> <br />Adopted: <br /> <br />Approved: <br /> <br /> <br />
