Brown, ,Chinnock, Gallagher, <br /> Gazzana, Wendling <br /> <br /> AN EMERGENCY ORDINANCE to adopt the Downtown Area Master <br />Plan approved by the Planning Commission pursuant to Article XV of the <br />Amended Charter of the City 6f Lakewood. <br /> <br /> WHEREAS, this Council and Ordinance 52-88 authorized the <br />Mayor to enter into a contract with Planning Resources to conduct a <br />review of the downtown area for the purpose of amending the City's <br />land use plan and its general plan for development and improvement of <br />the City, and <br /> <br /> WHEREAS, the Planning Commission has received a report from <br />the contracted consultant concerning a Master Plan for the development <br />and improvement of the downtown area, being defined as all the <br />downtown area from Lakewood HosPital at the East on Detroit Avenue to <br />the Lakewood Public Library at the West and from the Norfolk and <br />Western Railroad line on the north to Franklin Boulevard on the South; <br />and <br /> <br /> WHEREAS, Planning Commission, pursuant to the powers <br />afforded it under Article XV of the Amended Charter of the City of <br />Lakewood, has recommended adoption of the proposed Area Master Plan <br />as a Development Plan for the downtown area, and <br /> <br /> WHEREAS, it is determined that such a Development Plan is in <br />the best interest of the public health, safety and welfare; and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and will facilitate the review of any and all downtown <br />redevelopment projects or other projects for development or <br />improvement of the downtown area as is provided in Article XV of the <br />Amended Charter of the City of Lakewood; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Downtown Area Master Plan proposed by <br />the Planning Commission as presented by Planning Resources and <br />containing the area from Lakewood Hospital at the East on Detroit <br />Avenue to the Lakewood Public Library at the West, and from the <br />Norfolk and Western Railroad line at the North to Franklin Boulevard <br />at the South, be and hereby is adopted as a Development Plan for the <br />Downtown Area of the City of Lakewood, to be used a guide for future <br />land use development in that area. <br /> <br /> Section 2. That the Planning Director is hereby authorized <br />and directed to make necessary copies of such Master Plan and maps <br />showing the designated area and plan in accordance with the plan <br />adopted by the Planning Commission. <br /> <br /> Section 3. That such Plan be and is hereby approved by this <br />Council as part of the Comprehensive Plan of land use contained in <br />Section 1101.02 of the Zoning Code of the Codified Ordinances of the <br />City of Lakewood, to be used a guide for future land use development, <br />pursuant to lawful ordinances subsequently adopted by ordinance of <br />this Council constituting revisions to the official zoning map of the <br />City and such other actions as this Council shall determine are <br />necessary for the development and improvement of the City in <br />accordance with Article XV of the Amended Charter of the City of <br />Lakewood. <br /> <br /> Section 4. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage o~ ~his <br /> <br /> <br />
