Section 13. It is found and determined that all[ formal actions of this CounCil <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this council and of any of its committees, that resulted in such <br />formal actions, were in meetings open to the public in compliance with all legal <br />requirements. <br /> <br />Section 14. That this ordinance is hereby declared to be an emergency measure <br />for the reasons stated in the preamble, and provided it receives the affirmative <br />votw of two-thirds {2/3) of all members elected to Council, it shall take effect <br />and be in force immediately upon its adoption and approval by the Mayor, and <br />Ordinance No. 89-88 and all other ordinances or parts of ordinances inconsistent <br />herewith are hereby repealed. <br /> <br />Adopted:~ <br /> <br />President <br /> <br />Appr°ved:~~///-~c~77 ~ <br /> <br /> <br />
