ORDINANCE NO. 12-89 PLACED ON FIRST READING on March 20, 1989 PLACED ON SECOND READING ON APRIL 3, 1989 BY: Brown, Chinnock, Gallagher, Gazzana, George, Graham, Wendling AN ORDINANCE to amend Section 1113.04 of the Zoning Code of the Codified Ordinances of the City of Lakewood by adding new Section lll3.04(b)(4)(d)- WHEREAS, Council has determined that it is in the best interest of the City of Lakewood and its citizens to revise the Special Exception provision of the Zoning Code of the Codified ordinances of the City to provide for church services to be held at the YM/YWCA, located at 16915 Detroit, in the City of Lakewood, and WHEREAS, the YM/YWCA is an important part of the services offered to the citizens of our community, and WHEREAS, the YM/YWCA is unique among other non-church buildings located in the business/residential district because of its general purpose and service to our community, and WHEREAS, the YM/YWCA and the Young Men's/Women's Christian Association throughout our nation have a long history of community service in the context of religious, social and civic programs offered members and residents in their areas, and WHEREAS, the YM/YWCA is so located as to be an ideal place for religious organizations to temporarily hold church services while they are seeking a permanent structure for such use in our community in that the YM/YWCA has more than adequate parking and other services and is structurally safe and sound for such use, and WHEREAS, this ordinance constitutes a measure providing for the immediate preservation of the public health, safety and welfare; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 1113.04 of the Zoning Code of the Codified Ordinances of the City of Lakewood be amended by the addition of new Section ll13.04(b)(4)(d) to read as follows: (d) That the premises known as the YMCA and YWCA of Cleveland, located at ].6915 Detroit Avenue, Lakewood, (Permanent Parcel No. 313-19-003) is exempt from the requirements set forth in paragraph (a) of this Section provided that it meets all applicable Building and Fire requirements and other provisions or requirements contained in the codified Ordinances. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
