ORDINANCE NO. <br /> <br />39-89 <br /> <br />Placed on First Reading on June 5, <br /> ~i!i~,~?~,~ 1989 <br /> <br />BY: Brown, Gallagher, Gazzana, <br /> George, Wendling <br /> <br /> AN EMERGENCY ORDINANCE supporting the Beck Center <br />Cultural Arts of Lakewood by forgiving Part of the Beck <br />obligation to the City under the Armory Land Contract <br />Agreement. <br /> <br />for the <br />Center's <br />Purchase <br /> <br /> WHEREAS, the Beck Center for the Cultural Arts of Lakewood <br />is the center of cultural activity in our community and the westside <br />of Cuyahoga County, and <br /> <br /> WHEREAS, the Beck Center provides to students and citizens <br /> of Lakewood a multitude of cultural activities including plays, museum <br /> exhibits, classes and other educational programs, and <br /> <br /> WHEREAS, over 7,000 Lakewood students participated in Beck <br />Center programs during the 1988/89 school year, and <br /> <br /> WHEREAS, over 200,000 people use the Beck Center for the <br />cultural arts each year in attending thousands of activities in the <br />threater, educational programs exhibitions and community center <br />activities, and ' <br /> <br /> WHEREAS, the various Beck Center support organizations have <br /> embarked on a 60th Anniversary Campaign seeking to raise $3,500,000 to <br /> make repairs, make renovations and improvements, increase staff to <br /> expand activities and to eliminate remaining construction debt, and <br /> <br /> WHEREAS, all these activities will ensure the future <br /> financial stability of the Beck Center for the Cultural Arts and its <br /> continuation as a vital part of Lakewood's community, and <br /> <br /> WHEREAS, the campaign has raised $1,513,000 as of this date, <br />with the State of Ohio contributing $300,000, and <br /> <br /> WHEREAS, it is in the public interest that the City of <br />Lakewood participte in this campaign demonstrating its support for the <br />Beck Center and the importance of maintaining this outstanding <br />community asset, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure in <br /> that it provides for the preservation of the health, safety and <br /> welfare of all citizens of our community; now, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That it is hereby determined that it is in the <br />interest of all of the citizens of our community that City government <br />support Lakewood's Beck Center for the Cultural Arts and that the Beck <br />Center is a vital asset of this community contributing significantly <br />to the quality of life and the health safety and welfare of all <br />citizens of Lakewood. ' <br /> <br /> Section 2. Therefore, it is hereby determined that all <br />accrued interest, which approximates $49,106.34 as of May 31, 1989, <br />and one-half of the current principal balance due the City under the <br />Armory Land Contract Purchase Agreement, approximating $41,208 is and <br />the same shall hereby be forgiven and such debt to the City of <br />Lakewood extinguished for all time contingent upon the Beck Center for <br />the Cultural Arts paying the balance of one-half of the principal, <br />approximating $41,208 to the City within 30 days of the effective date <br />of this ordinance. <br /> <br /> Section 3. The Mayor shall be and he is hereby authorized <br />to sign whatever documents are necessary to effect the intent of this <br />ordinance as such documents are prepared by the Director of Law of the <br />City of Lakewood. <br /> <br />1 <br /> <br /> <br />
