ORDINANCE NO. <br /> <br />73-90 <br /> <br />BY: Boscia, Gallagher, Gazzana, <br /> George, Graham, Roth, Smith <br /> <br /> AN EMERGENCY ORDINANCE to amend the Administrative Code of <br />the Codified ordinances of the City of Lakewood by supplementing <br />Chapter 111 by the enactment of new Section 111.08 entitled Joint <br />Purchasing, Westshore Council of Governments. <br /> WHEREAS, the Cities comprising the Westshore Council of <br />Governments (Bay Village, Fairview Park, Lakewood, North Olmsted, <br />Rocky River and Westlake) provide their residents with similar <br />services, and <br /> WHEREAS, the equipment and supplies required to provide <br />these services may be obtained more economically when purchased in <br />larger quanties, and <br /> WHEREAS, working together has proven beneficial to the <br />residents served by cities comprising the Westshore Council of <br />Governments in other endeavors and such means to develop economies in <br />government are in the public interest, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br /> providing for the immediate preservation of the public health, safety <br /> and welfare, and for the usual daily operation of a municipal <br /> department; now, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br /> <br /> Section 1. That Chapter 111 of the Administrative Code of <br />the Codified Ordinances of the City of Lakewood is hereby supplemented <br />and amended by the enactment of new Section 111.08. <br /> <br />111.08 <br /> <br />JOINT PURCHASING THROUGH <br />COUNCIL OF GOVERNMENTS. <br /> <br />WESTSHORE <br /> <br />(a) The Director of Public Works, subject to <br />approval by the Board of Control, is hereby <br />authorized to join with the Westshore Council of <br />Governments in issuing invitations to bid and <br />requests for proposals, as determined by the <br />appropriate officials of the Westshore Council for <br />vehicles, equipment, operating supplies, repair and <br />maintenance materials, contractor services, and <br />such other equipment and supplies as may be deemed <br />beneficial by the Westshore Council of Governments <br />and the Director of Public Works for collective <br />bidding; <br /> <br />(b) The Director of Public Works with the approval <br />of the Board of Control, is hereby authorized to <br />sign invitations to bid or requests for proposals <br />in the name of the City of Lakewood and to be bound <br />by all contract terms and conditions as the <br />Westshore Council of Governments shall proscribe in <br />such collective procurement procedures and <br />any contracts and agreements resulting from such <br />procedures; <br /> <br />(c) The Director of Public Works, subject to the <br />approval of the Board of Control, is hereby <br />authorized to agree, in the name of the City, to <br />pay directly to the vendor or through the Westshore <br />Council of Governments under each such collective <br />purchasing agreement in which it participates, for <br />items or services it received pursuant to such <br />contracts or agreements, and the Director of <br />Finance is hereby authorized to make such payments; <br /> <br />1 <br /> <br /> <br />
