ORDINANCE NO. 73-90 BY: Boscia, Gallagher, Gazzana, George, Graham, Roth, Smith AN EMERGENCY ORDINANCE to amend the Administrative Code of the Codified ordinances of the City of Lakewood by supplementing Chapter 111 by the enactment of new Section 111.08 entitled Joint Purchasing, Westshore Council of Governments. WHEREAS, the Cities comprising the Westshore Council of Governments (Bay Village, Fairview Park, Lakewood, North Olmsted, Rocky River and Westlake) provide their residents with similar services, and WHEREAS, the equipment and supplies required to provide these services may be obtained more economically when purchased in larger quanties, and WHEREAS, working together has proven beneficial to the residents served by cities comprising the Westshore Council of Governments in other endeavors and such means to develop economies in government are in the public interest, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That Chapter 111 of the Administrative Code of the Codified Ordinances of the City of Lakewood is hereby supplemented and amended by the enactment of new Section 111.08. 111.08 JOINT PURCHASING THROUGH COUNCIL OF GOVERNMENTS. WESTSHORE (a) The Director of Public Works, subject to approval by the Board of Control, is hereby authorized to join with the Westshore Council of Governments in issuing invitations to bid and requests for proposals, as determined by the appropriate officials of the Westshore Council for vehicles, equipment, operating supplies, repair and maintenance materials, contractor services, and such other equipment and supplies as may be deemed beneficial by the Westshore Council of Governments and the Director of Public Works for collective bidding; (b) The Director of Public Works with the approval of the Board of Control, is hereby authorized to sign invitations to bid or requests for proposals in the name of the City of Lakewood and to be bound by all contract terms and conditions as the Westshore Council of Governments shall proscribe in such collective procurement procedures and any contracts and agreements resulting from such procedures; (c) The Director of Public Works, subject to the approval of the Board of Control, is hereby authorized to agree, in the name of the City, to pay directly to the vendor or through the Westshore Council of Governments under each such collective purchasing agreement in which it participates, for items or services it received pursuant to such contracts or agreements, and the Director of Finance is hereby authorized to make such payments; 1
