PLEASE SUBSTITUTE FOR ORDINANCE 85A-90 <br />which was PLACED ON FIRST READING 11/19/9C <br /> <br />ORDINANCE NO. 85A-90 <br /> <br />by: <br /> <br />Boscia, Gallagher, George, <br />Graham, Roth, Smith <br /> <br /> AN EMERGENCY ORDINANCE to supplement Section 313.10 of the Traffic <br />Code of Codified Ordinances of the City of Lakewood by enacting a new <br />subsection to 313.10 restricting a right turn against a steady red signal <br />during the hours of 8:00 a.m. to 6:30 p.m., Monday through Friday. <br /> <br /> WHEREAS, concern exists concerning safety of school children crossing <br />Webb Road on the northside of Clifton Boulevard and the volume of traffic <br />on Webb Road (southbound) which interferes with the Clifton Boulevard <br />(westbound) traffic during the evening rush hours, and <br /> <br /> WHEREAS, it has been determined that prohibitions during certain <br />hours of a right turn against a steady red signal would contribute to the <br />safety of Lakewood school children,.the traveling public and deter violations, <br />and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public health, safety and welfare; <br />now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 313.10 of the Traffic Code of the Codified <br />Ordinances of the City of Lakewood now reading as follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br /> <br /> Pursuant to the provisions of Section 313.03(c)(5), it is hereby <br />determined that the following intersections are used by a substantial number <br />of school children and are a hazard to such school children and, therefore, <br />a right turn against a steady red signal is hereby prohibited between the <br />hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at the following <br />intersections, upon the posting and installation of the proper signs giving <br />notice thereof: <br /> <br />(a) Clifton Boulevard <br /> <br />1) Webb Road - all four directions <br />2) Bunts Road - north and east bound <br />3) Nicholson Avenue - all four directions <br />4) Summit Avenue - all four directions <br />5) Whippoorwill Avenue - south bound only <br />6) Clifton Road - south bound only <br />7) Geil Avenue - south and east bound <br /> <br />is hereby supplemented and amended to read as follows: <br /> <br />313.10 PROHIBITED TURNS ON RED SIGNALS. <br /> <br /> Pursuant to the provisions of Section 313.03(c)(5), it is hereby <br />determined that the following intersections are used by a substantial number <br />of school children and are a hazard to such school children and, therefore, <br />a right turn against a steady red signal is hereby prohibited between the <br />hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at the following <br />intersections, upon the posting and installation of the proper signs giving <br />notice thereof: <br /> <br />(a) Clifton Boulevard <br /> <br />l) Webb Road - all directions except southbound <br />2) Bunts Road - north and east bound <br />3) Nicholson Avenue - all four directions <br />4) Summit Avenue - all four directions <br />5) Whippoorwill Avenue - south bound only <br />6) Clifton Road - south bound only <br />7) Geil Avenue - south and east bound <br /> <br /> <br />
