employment opportunities within the City and for the City's <br />inhabitants. <br /> (b) The implementation of this project will provide for the <br />replacement of and relocation of an existing fire station with new and <br />more efficient fire services, all for the betterment of public safety <br />to persons and property within the City. <br /> (c) Additional public parking will be made available for <br />the general public using the commercial and public facilities not only <br />within the project area, but also in the surrounding and adjacent <br />areas. <br /> (d) The public safety of inhabitants of the City, including <br /> those attending nearby schools, will be enhanced by the redirection of <br /> traffic and the relocation of public streets and ways. <br /> (e) The location of public ways and plazas within the <br /> project area will provide a more enjoyable and healthful commercial <br /> environment in the City's downtown area, thereby promoting its use by <br /> inhabitants of the City and others. <br /> (f) The additional commerce, employment and tax base will <br /> provide additional sales, income and property tax dollars and the <br /> related enhancement of debt issuance capacity for local governments <br /> for use on bahalf of the City's inhabitants and to assist in meeting <br /> the City's cost of the public improvements to be made and services to <br /> be provided within the project's area, <br /> Section 2. That the Mayor, on behalf of the City of <br /> Lakewood, be and he is hereby authorized and directed to enter into <br /> the Final Development ~Agreement for the redevelopment of certain <br /> properties within the City of Lakewood as attached hereto and made a <br /> part hereof as if fully rewritten herein, such Final Development <br /> Agreement to be substantially in the form as attached with such <br /> additional provisions as are acceptable to the Director of Law to <br /> protect the public interest without substantially changing the terms <br /> of the contract. <br /> Section 3. Council hereby determines that the uniqueness of <br /> the property in question, the special conditions relating thereto, the <br /> extensive history of planning for the redevelopment of Lakewood City <br /> Center together with all previous efforts regarding this matter, the <br /> actions of various boards and commissions and prior action of this <br /> Council, form a basis for establishing a negotiated procedure for the <br /> execution of the attached Final Development Agreement and ultimate <br /> sale of certain portions of the property to be redeveloped in <br /> accordance with Section 155.07 of the Administrative Code of the <br /> Codified Ordinances of the City of Lakewood. <br /> Section 4. That the Mayor, on behalf of the .City of <br /> Lakewood be and he is hereby authorized and directed to sign such <br /> additional documents as are necessary, including but not limited to, a <br /> purchase agreement, escrow instructions, documents required for <br /> rep!atting the parcel, deeds, and such other documents as are required <br /> to fulfill the City's obligations under the Final Development <br /> Agreement. <br /> Section 5. It is found and determined that all formal <br /> actions of this Council concerning and relating to the passage of this <br /> ordinance were adopted in an open meeting of this Council, and that <br /> all such deliberations of this Council and of any of its committees <br /> that resulted in such formal action were in meetings open to the <br /> public in compliance with all legal reqUirements. <br /> Section 6. That this ordLnance is hereby declared to be an <br /> emergency measure for the reasons stated in the preamble hereof and <br /> provided it receives the affirmative vote of tWo_thirds of all members <br /> elected to Council, it shall take effect and be in force immediately <br /> <br /> <br />
