121.04 COMMITTEES <br /> <br />At no later thatn the first regular <br />meeting of Council after its organization, <br />the President of Council shall appoint <br />standing committees on the following <br />named subjects: <br /> <br />(a) Finance; <br />(b) Rules and Ordinances; <br />(c) Utilities and Transportation; <br />(d) Traffic and Safety; <br />(e) Recreation and Juvenile Affairs; <br />(f) City Property; <br />(g) City Departments; <br />(h) Hospital; <br />(i) Zoning and Planning; <br />(j) Commercial Development; <br />(k) Consumer Protection; <br />(1) Apartments and Condominiums; <br />(m) Senior Citizens, and <br />(n) Housing. <br /> <br />The President shall also appoint such other <br />committees as he deems necessary for the <br />efficient handling of Council business. <br /> <br />All Council committees shall consist of two <br />members of Council, unless otherwise determined <br />by vote of Council except Finance, which <br />shall consist of three members. The report <br />of the chairman of any committee consisting <br />of only two members shall be considered the <br />majority report of that committee in every <br />case. Minority reports may be filed by the <br />nonassenting member. The President of Council <br />shall be an ex-officio member of all committees <br />except those on which he is a designated <br />member. <br /> <br /> Section 2. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage <br />of this ordinance were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of <br />its committees that resulted in such formal action were in meetings <br />open to the public in compliance with all legal requirements. <br /> <br /> Section 3. That this ordinance is hereby declared <br />to be an emergency measure for the reasons stated in the preamble <br />hereof and and provided it receives the affirmative vote of two- <br />thirds of all members elected to Council, it shall take effect <br />and be in force immediately upon its adoption and approval by <br />the Mayor; otherwise, it shall take effect and be in force after <br />the earliest period allowed by law and existing S~e~ti~on 121.04 <br />shall be and the same is hereby repe ~a~f~t~s.~.¥C~ ti~. <br /> <br />Adopted: /~,I / .
