Section 2. That pursuant to the conditions of the afore- <br />mentioned Purchase and Sale Agreement, Council hereby formally <br />approves the sale of said property hereinabove described and the <br />terms and conditions set forth therein. <br /> <br /> Section 3. Council hereby determines that the uniqueness <br />of the property and the special conditions relating thereto form a <br />basis for establishing this negotiated procedure for the sale of said <br />property in accordance with Section 155.07 of the A~inistrative Code <br />of the Codified Ordinances of the City of Lakewood. <br /> <br /> Section 4. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of <br />this ordinance were adopted in an open meeting of this Council, and <br />that all such deliberations of this Council and of any of its co, it- <br />tees that resulted in such focal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 5. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affi~ative vote of two-thirds of all mem- <br />bers elected to Council, it shall take effect and be in force i~edi- <br />ately upon its adoption and approval by the Mayor; otherwise, it <br />shall take effect and be in force after the earliest peri~ allowed <br />by law.
