Section 19. Effective Date. This Ordinance is hereby declared to <br />be an emergency measure n~cessary for the immediate preservation of the public <br />~ace, property, health, safety and welfare within the Issuer for the reasons set <br />fo~h and defined in the preamble to this ordinance; and provided it receives the <br />affi~ative vote of two-thirds of all me~ers elected to Council, this ordinance <br />shall take effect and be in force immediately u~n its passage by the Council and <br />approval by the Mayor; otherwise it shall take effect and be in force <br />earliest ~riod allowed by law. ~_~ /~ <br /> <br />Passed.
