PLEASE SUBSTITUTE FOR ORDINANCE <br />NO. 11-92, PLACED ON FIRST READING <br /> ~ REFERRED TO TRAFFIC ~ SAFETY 2/3/! <br /> <br />ORDINANCE NO. 11-92 <br /> <br />by: Boscia, Gallagher, George, <br /> Gibbons, Roth, Seelie, Smith <br /> <br /> AN EMERGENCY ORDINANCE to supplement Section 313.10 of the Traffic <br />Code of Codified Ordinances of the City of Lakewood by enacting a restriction <br />to a right turn against a steady red signal during the hours of 8:00 a.m. <br />to 4:00 p.m., Monday through Friday, in all four directions, at the Athens <br />Avenue and Lincoln Avenue intersection. <br /> <br /> WHEREAS, concern exists for the safety of school children crossing <br />Athens Avenue and Lincoln Avenue during school hours, and <br /> <br /> WHEREAS, it has been determined that prohibitions during certain <br />hours of a right turn against a steady red signal would contribute to the <br />safety of Lakewood school children, remove a potential hazard and deter <br />continued violations of existing statutes, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public health, safety and welfare; <br />now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 313.10 of the Traffic Code of the Codified <br />Ordinances of the City of Lakewood now reading as follows: <br /> <br />313.10 ~ROHIBITED TURNS ON RED SIGNALS. <br /> <br /> (a) Pursuant to the provisions of Section 313.03(c)(5), it is hereby <br />determined that the following intersections are used by a substantial number <br />of school children and are a hazard to such school children and, therefore, <br />a right turn against a steady red signal is hereby prohibited between the <br />hours of 8:00 a.m. and 4:00 p.m., Monday through Friday at the following <br />intersections, upon the posting and installation of the proper signs giving <br />notice thereof: <br /> <br />(6) Athens Avenue. <br /> <br />A.
