All encumbrances from the prior fiscal year shall be carried forward. Section 10. All revenues projected and budgeted are reflected in the proposed budget document. Section 11. That the Acting Director of Finance be and is hereby authorized to draw checks upon the City depositories for the amounts appropriated in this ordinance whenever claims are presented,~properly approved, by the head of the Department for which the indebtedness is incurred, provided the President of Council shall approve all claims of the City COuncil. Section 12. In accordance with Article III, Section 14, of the Charter of the City of Lakewood, Council hereby determines that the manner of giving notice of the passage of 'this ordinance is to be by posting copies hereof for a period of not less than fifteen (15) days, in not less than five (5) of the most public places in the City, which places have been determined by Council in Ordinance No. 55-59.
