(g) The Director of Finance shall provide a list <br />of all persons, firms or corporations who have: <br />(1) refused to make the disclosure provided for <br />in subsection (a) herein; and/or (2) the stipula- <br />tion pursuant to subsection (b) hereof; and/or (3) <br />are in default of their contract under this sub- <br />section, to the Clerk of Council by April 1st of <br />each year. Said list shall be made available for <br />public inspection. <br /> <br />(h) This section shall apply to all contracts <br />entered into by the City except any contract to a <br />contractor or subcontractor where there is no <br />other contractor or subcontractor who Will con- <br />tract to supply goods or services at comparable <br />quality at a comparable price. <br /> <br />(i) The Director of Finance shall report any <br />contract entered into pursuant to the exceptions <br />specified in subsection (h) herein to the Clerk of <br />Council by April 1st of each year. Said list <br />shall be made available for public inspection. <br /> <br /> Section 2. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of <br />this ordinance were adopted in an open meeting of this Council, and <br />that all such deliberations of this. CounCil and of any of its commit- <br />tees that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 3. That this ordinance is hereb~ declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all mem- <br />bers elected to Council, it shall take effect and be in force immedi- <br />ately upon its adoption and approval by the Mayor; otherwise, it <br />shall take effect and be in forceafter ~arliest p~owe~ <br />by law. <br /> <br /> ~SIDENT ~ <br /> <br />Approved :~ ~ ~ / 7,, / ?
