number of structures fail to conform in three or more respects to the provisions of the ordinances of the City relating to housing~ building or sanitation, and which areas may contain one or more public improve- ments in need of renovation or improvement. (e) "Improvement Target Area" shall mean an area which is a Deteriorated and Deteriorating Area of the City, and has been designated as an Improvement Target Area for purposes of carrying out activities to eliminate or prevent the spread or occurrence of deteriorated con- ditions in said Deteriorated and Deteriorating Area, within the meaning and requirements of applicable Federal Regulations promulgated by the Department of Housing and Urban Development in accordance with the Housing and Community Development Act of 1974, as amended, providing for activities which aid in the prevention or elimination of deteriorated conditions in slum, blighted, deteriorated or deteriorating areas. (f) "Planning Commission" shall mean the Planning Commission of the City of Lakewood, Ohio. Section 2. The Director of Planning and Development may prepare, or. supervise and coordinate the preparation of reports, studies, or surveys in connection with proposals for the designation of Improvement Target Areas and for the carrying out of activities designed to eliminate, or prevent the spread or development, of deteriorated conditions in said areas. Subject to the availability of funds therefor, contracts may be entered into where neces- sary and appropriate for the employment of planning consultants or other pro- fessionals to assist in the preparation of such reports, studies, or surveys. Section 3. Written nominations for the proposed designation of Improvement Target Areas shall be submitted to the Planning Commission for its review and recommendations, together with supporting reports, studies or surveys. After making its review, the Planning Commission shall provide its report and recommendations with respect to any proposed Improvement Target Area to the Council. Section 4. Council may approve or reject the proposed designation of the Improvement Target Area, or make modifications with respect to the bounda- ries of the proposed area and approve such area as modified; provided that any such modifications which are inconsistent with prior Planning Commission recommendations shall be resubmitted to the Planning Commission for its review and recommendations prior to Council's approval. Section 5. The City Administration is hereby authorized to provide such information and certifications, and take .such steps as are necessary and appropriate to establish programs for the elimination or prevention of the spread or occurrence of deteriorated conditions in Improvement Target Areas in the City, and subject to Council approval where appropriate, to carry out such programs. Section 6. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal require- ments.
