number of structures fail to conform in three or more <br />respects to the provisions of the ordinances of the <br />City relating to housing~ building or sanitation, and <br />which areas may contain one or more public improve- <br />ments in need of renovation or improvement. <br /> <br />(e) <br /> <br />"Improvement Target Area" shall mean an area which is <br />a Deteriorated and Deteriorating Area of the City, and <br />has been designated as an Improvement Target Area for <br />purposes of carrying out activities to eliminate or <br />prevent the spread or occurrence of deteriorated con- <br />ditions in said Deteriorated and Deteriorating Area, <br />within the meaning and requirements of applicable <br />Federal Regulations promulgated by the Department of <br />Housing and Urban Development in accordance with the <br />Housing and Community Development Act of 1974, as <br />amended, providing for activities which aid in the <br />prevention or elimination of deteriorated conditions <br />in slum, blighted, deteriorated or deteriorating <br />areas. <br /> <br />(f) "Planning Commission" shall mean the Planning <br /> Commission of the City of Lakewood, Ohio. <br /> <br /> Section 2. The Director of Planning and Development may prepare, or. <br />supervise and coordinate the preparation of reports, studies, or surveys in <br />connection with proposals for the designation of Improvement Target Areas and <br />for the carrying out of activities designed to eliminate, or prevent the <br />spread or development, of deteriorated conditions in said areas. Subject to <br />the availability of funds therefor, contracts may be entered into where neces- <br />sary and appropriate for the employment of planning consultants or other pro- <br />fessionals to assist in the preparation of such reports, studies, or surveys. <br /> <br /> Section 3. Written nominations for the proposed designation of <br />Improvement Target Areas shall be submitted to the Planning Commission for its <br />review and recommendations, together with supporting reports, studies or <br />surveys. After making its review, the Planning Commission shall provide its <br />report and recommendations with respect to any proposed Improvement Target <br />Area to the Council. <br /> <br /> Section 4. Council may approve or reject the proposed designation of <br />the Improvement Target Area, or make modifications with respect to the bounda- <br />ries of the proposed area and approve such area as modified; provided that any <br />such modifications which are inconsistent with prior Planning Commission <br />recommendations shall be resubmitted to the Planning Commission for its review <br />and recommendations prior to Council's approval. <br /> <br /> Section 5. The City Administration is hereby authorized to provide <br />such information and certifications, and take .such steps as are necessary and <br />appropriate to establish programs for the elimination or prevention of the <br />spread or occurrence of deteriorated conditions in Improvement Target Areas in <br />the City, and subject to Council approval where appropriate, to carry out such <br />programs. <br /> <br /> Section 6. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this Ordinance were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and any of its committees that resulted in such formal action <br />were in meetings open to the public, in compliance with all legal require- <br />ments. <br /> <br /> <br />
