WHEREAS, the City of Lakewood will be entitled to approxi- <br />mately $270,000 in grant funds from the Federal Government by joining <br />this Consortium provided'a 25 perC~ht local match and a contribution <br />towards administrative costs is made available by the City, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and for the usual daily operation of a municipal depart- <br />ment; now, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF oHIo: <br /> <br /> Section 1. That the Mayor be and he is hereby authorized <br />and directed to enter into a contract with the cities of Cleveland <br />Heights and Euclid, and the County of Cuyahoga, Ohio, by which each <br />party agrees to create the Cuyahoga Housing Consortium for the'pur- <br />pose of making joint application for and administering federal funds <br />available under the HOME Program, said funds authorized by the Cran- <br />ston-Gonzales National Affordable Housing Act of 1990. <br /> <br /> Section 2. That the Director of Law is hereby authorized <br />and directed to review any and all documents related to said Consor- <br />tium and to negotiate such changes to the documents as said Director <br />deems necessary to protect the public interest. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal aCtion were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 4. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately <br />upon its adoption and approval by the Mayor; otherwise, it shall take <br />effect and be in force after the earliest period allowed by law. <br /> <br />Adopted: <br /> <br />Approved':~]~ /~.. /tt_~ <br /> <br />CLERK <br /> <br /> <br />
