ORDINANCE NO. 27-93 <br /> <br />BY: Boscia, Gallagher, George, <br /> Gibbons, Roth, Seelie <br /> <br /> AN EMERGENCY ORDINANCE'to enter into an Agreement with the <br />Community Development Corporation of Lakewood and to appropriate <br />additional funds for the hiring of the Rehab Specialists assigned to <br />the Community Development Corporation of Lakewood. <br /> <br /> WHEREAS, the Rehab Specialist positions are currently <br />filled in the Community Development Corporation of LakewoOd (CDC), a <br />non-profit development corporation which operates an agency of the <br />City of Lakewood, and <br /> <br /> WHEREAS, the CDC staff, with the exception of the three <br />Rehab Specialists, are City employees within the Department of Plan- <br />ning and Development assigned to work in the CDC, and <br /> <br /> WHEREAS, the CDC Board of Trustees have asked the City to <br />create the Rehab Specialist position and to fill the vacancies with <br />the current Rehab Specialists so that all staff assigned to the CDC <br />are covered under one personnel and payroll system, and <br /> <br /> WHEREAS, the City has provided for the salary of the Rehab <br />Specialist by Ordinance No. 3-93, and <br /> <br /> WHEREAS, the City desires to engage three Rehab Specialists <br />and to assign these full time personnel to the CDC to administer <br />several on-going activities, and to reimburse the City for all costs <br />associated with employment such as salaries, fringe benefits, and car <br />allowances in accordance with the City of Lakewood's personnel poli- <br />cies and procedures, and <br /> <br /> WHEREAS, the attached Letter of Agreement sets forth the <br />proposed'contract between the CDC and the City of Lakewood, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and for the usual daily operation of a municipal depart- <br />ment because Civil Service Commission action is awaiting approval by <br />Council; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor be and he is hereby authorized <br />and directed to enter into an Agreement with the CDC, said Agreement <br />to be substantially in the form of Exhibit "A" attached hereto, and <br />to expend additional funds for the'salary, benefits and employee <br />expenses of the Rehab Specialists to be assigned to the CDC. <br /> <br /> Section 2. That additional funds be appropriated from the <br />General Fund in the amount of $ for the employment of the <br />three Rehab Specialists to be assigned to the CDC, said amount to <br />include benefits, and employee expenses. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of <br />this ordinance were adopted in an open meeting of this Council, and <br />that all such deliberations of this Council and of any of its commit- <br />tees that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> <br />
