(2) Manufactured homes shall be elevated on a <br />permanent foundation such that the lowest <br />floor of the manufactured home is at or above <br />the base flood elevation. <br /> <br />(e) Enclosures Below Base Flood Elevation. <br /> <br />The following provisions apply to all new and <br />substantially improved residential and <br />nonresidential structures which are elevated to or <br />above base flood elevation using pilings, col~mns, <br />or posts or which contain a crawl space. These <br />structures may enclose the area below the base <br />flood elevation provided the following conditions <br />are met: <br /> <br />(1) Fully enclosed areas below the base flood <br />elevation shall be designed to automatically <br />equalize hydrostatic flood forces on exterior <br />walls by allowing for the~ entry and exit of <br />floodwaters. Designs for meeting this <br />requirement must: <br /> <br /> (a) be certified by 'a registered <br /> professional engineer or architect; or <br /> (b) must .meet or exceed the following <br /> criteria: <br /> (i) a minimum of two openings <br /> having a total net area of not less <br /> than one square inch for every <br /> square foot of enclosed area shall <br /> be provided; <br /> (ii) the bottom of all openings <br /> shall be no higher than one foot <br /> above grade; <br />(iii) openings may be equipped with <br />screens, louvers, or other coverings <br />or devices provided that they permit <br />the automatic entry and exit of <br />floodwaters. <br />(2). Any enclosures which meets these criteria <br />shall be considered as having met the <br />requirements of Section 1308.18(a). <br /> <br />1308.20 FLOODWAYS. <br /> <br />The Flood Insurance Study referenced in Section <br />13~8.07 identifies a segment within' areas of <br />special flood hazard known as a floodway. The <br />floodway is an extremely hazardous area due to the <br />veIocit-~ of flood waters which carry debris, <br />potential projectiles, and erosion potential. The <br />following provisions apply within all delineated <br />floodway areas: <br /> <br />(a) Prohibit encroachments, including fill, <br />new .construction, substantial improvements, <br />and other development l~nless a technical <br />evaluation demonstrates that encroachments <br />shall not result in any increase in flood <br />levels during the.occurrence of the base flood <br />discharge. <br /> <br />(b) If subsection (a) hereof is satisfied, <br />all new construction and substantial <br />improvements shall comply with all applicable <br /> <br />12 <br /> <br /> <br />
