Temporary Services - Refuse Collection ............................................ 100,000 WHEREAS, this ordinance constitutes an emergency measure in that it provides for the immediate preservation of the public health, safety and welfare and for the usual daily operation of a municipal department, as delay could impair the City's ability to provide necessary services in a timely manner; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That the Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, and/or the Procurement Officer be and are hereby authorized and directed to enter into a contract or contracts for supplies, services and equipment as detailed in the 1996 Budget and set forth above, with the lowest and best bidder or bidders after advertisement whenever such advertisement and bidding is required by law. Section 2. That contracts for supplies, services and equipment in excess of $7,500, and for professional services in excess of $5,000 shall not be awarded except as approved herein or further approved by Resolution of Council· Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. · rdinanee is hereby declared to be an emergency measure for the reasons Section 4.
