Section 2. <br />( I ) Lakewood DMsion of Police will maintain an educational posture towards the enforcement of <br /> this Ordinance in order to provide citizens with safety information Concerning the use of <br /> protective helmets. <br /> <br />(2) The City shall initiate a protective helmet bank for those that cannot afford to purchase <br /> helmets, The helmet bank will be funded through fines collected from violations of this <br /> Ordinance and donations and shall be administered pursuant to such rules and regulations <br /> promulgated by the Director of.Public Safety. <br /> <br />(3) This Ordinance shall become effective April 1, 1997. <br /> <br /> Section 3. It is found ~nd determined that all formal actions of this Council concerning and <br />relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that resulted in such formal action were in <br />meetings open to the public in compliance with all legal requirements. <br /> <br />Adopted: <br /> <br />President <br /> <br />Clerk <br /> <br /> <br />
