That further all existing encumbrances in all funds of the City of <br />Lakewood shall be carried forward. <br /> <br />Section 8. That the Director of Finance be and he is hereby authorized to draw <br />checks upon the City depositories for the amounts appropriated in this ordinance <br />whenever claims are presented, properly approved by the head of the department for <br />which the indebtedness is incurred, providing the President of Council shall approve all <br />claims of the City Council. <br /> <br />Section 9.
