ORDINANCE NO. <br /> <br />26-97 <br /> <br />PLACED ON <br />COMMITTEE <br />PLACED ON <br /> <br />1st Read f Referred TO <br />OF THE WHOLD on 5/5/97. <br />2nd Reading on 3/19/97. <br /> <br /> BY: Corrigan, Flannery, <br /> Roth, Seelie, Smith <br /> <br />George, <br /> <br /> AN EMERGENCY ORDINANCE amending Section 153115 of the <br />Administrative Code of the Codified Ordinances to designate a new Improvement Target <br />Area within the City of Lakewood, in cmmection with carrying out programs in such areas <br />pursuant to the Housing and Community Development Act of 1974, as amended, and <br />related matters. <br /> <br /> WHEREAS, pursuant to the City's home nde powers granted under Article <br />XVIII, Section 3 of the Constitution of the State of Ohio, and pursuant to the Charter and <br />ordinances of the City of Lakewood, the City has the power to carry out various programs <br />and activities designed to prevent or eli~ninate the spread or occurrence of deteriorating <br />conditions in areas of the City of Lakewood; and <br /> <br /> WHEREAS, in order to preserve and protect existing residential and commercial <br />areas within the City of Lakewood, the City has heretofore been working to carry out <br />various activities and programs in a designated Improvement Target Area,. and has made <br />progress toward the prevention of the occurrence of deteriorating conditions in said area; <br />and <br /> <br /> WHEREAS, because of the existence of concentrations of aged structures, and <br />identifiable levels of street repair need, the City desires to continue and improve such <br />activities and programs, and the City desires to provide for the designation of a new <br />Improvement Target Area, as hereinafter provided; and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure necessary for the <br />immediate preservation of the public service, welfare and safety, for the reason that it is <br />necessary to provide for the designation of a new Improvement Target Area in the City in <br />order to carry out programs for the prevention of deteriorating conditions and areas within <br />the City; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br />STATE OF OHIO: <br /> <br /> Section 1. That Section 153.15 of the Administrative Code of the <br />Codified Ordinances of the City of Lakewood, now reading as follows: <br /> <br />153.15 IMPROVEMENT TARGET AREAS. <br /> <br />(1) <br />(2) <br /> <br />"Deteriorated or deteriorating area" means an area xvithin <br />the City which contains a majority of aged structures, and <br />where, because of such concentration of aged structures, <br /> <br /> <br />
