(d) Action by Council. Council may apprbve or reject the <br />proposed designation of the Improvement Target Area, or make <br />modifications with respect to the boundaries of the proposed area and <br />approve such area as modified, provided that any such modifications <br />which are inconsistent with prior Citizens Advisory Committee <br />recommendations shall be resubmitted to the Citizens Advisory <br />Committee for its review mid recommendations prior to Council's <br />approval. <br /> <br /> (e) Establishment of Program to Eliminate and Prevent Blight. <br />The City Administration is hereby authorized to provide such <br />information and certifications and to take such steps as are necessary and <br />appropriate to establish 'programs for the prevention of Deteriorated or <br />Deteriorating Conditions in the Improvement Target Area in the City, <br />and, subject to Council approval where appropriate, to carry out such <br /> <br />programs. <br /> <br /> Section 2. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this Ordinance were adopted in an open <br />meeting of this Council, and that all such deliberations of this Council and any of its <br />committees that resulted in such formal action were in meetings open to the public, in <br />compliance with all legal requirements. <br /> <br /> Section 3. This Ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives the <br />affirmative vote ,of two-thirds of all members elected to Council, it shall take effect and be <br />in force immediately upon its adoption and approval by the Mayor; otherwise, it shall take <br />effect and be in force after the earliest period allowed by law. <br /> <br />Adopted: <br /> <br />/' <br /> <br />PRESIDENT <br /> <br />Approved: <br /> <br /> <br />
