(z) 'Rubbish" means any combustible and noncombustible waste materials, except <br /> garbage, and includes without limitation the residue from the burning of wood, coal, <br /> coke and other combustible material, paper, rags, cartons, boxes, wood, excelsior, <br /> rubber, leather, tree branches, yard trimmings, grass clippings, tin cans, metals, <br /> mineral matter, glass, crockery and dust. <br />(aa) "Shall" as used in this Code is "must" and generally means imperative or mandatory. <br />(bb) "Structure" means anything constructed or erected, the use of which requires either <br /> location on the ground or attachment to another structure located on the ground, <br /> including but not limited to barriers, bleachers, booths, buildings, display stands, <br /> fences, platforms, poles, pools, sheds, signs, above and below ground tanks, <br /> towers, and walls and shall include the supporting framework or parts thereof and <br /> appurtenances thereto; "structure" does not include a decorative light pole extending <br /> eight (8) feet or less above grade, a flag pole extending fifteen (15) feet or less <br /> above grade, or a sidewalk, driveway, or patio at grade. <br />(cc) "Supplied" means furnished or provided by or under the control of the owner or <br /> operator. <br />(dd) "Townhouse"-"Rowhouse" means an attached single-family dwetling in a group of <br /> similar dwellings with no two dwelling units served by the same stairway or by the <br /> same exterior door. <br />(ee) "Ventilation" means the process of replacing foul air with fresh air by natural or <br /> mechanical means. <br /> "Ventilation, Mechanical" means ventilation dedved by means of fans or other <br /> mechanical devices, <br /> "Ventilation, Natural" means ventilation dedved from open windows, doors, louvers <br /> or other openings opening directly to the outside. <br />(fO "Workmanship" means all repairs, maintenance work, alterations or installations <br /> which are caused directly or indirectly by the enforcement of this code shall be <br /> executed and installed in a workmanlike manner in accordance with current industry <br /> standards. <br />(gg) "Yard" means an open space on a lot, unoccupied and unobstructed from the ground <br /> to the sky. <br /> <br /> 1306.08 BUILDINGS CONVERTED INTO DWELLINGS. <br /> No building or portion of any building not used as a dwelling or dwelling unit at the <br />effective date of this Code shall be so used unless it is made to comply with all laws and <br />ordinances applicable to the construction of buildings hereafter erected for use as dwellings or <br />dwelling units. <br /> <br /> 1306.09 COMPLIANCE REQUIRED. <br /> No owner, operator or agent shall occupy, maintain, lease, or offer for rental or lease, any <br />dwelling, dwelling unit or occupiable structure which does not comply with the provisions of this <br />Code. <br /> <br /> 1306.10 BASIC SANITARY FACILITIES. <br /> No owner, operator or agent shall occupy, maintain or lease or offer for rental or lease any <br />dwelling or dwelling unit unless such dwelling or dwelling unit shall be provided with not less <br />than the following sanitary facilities which shall afford pdvacy to any occupant thereof: <br /> (a) A room within the dwelling unit which is equipped with'a flush water closet, lavatory <br /> basin, bathtub or shower, in good working condition, except as otherwise provided in <br /> Section 1306.11. <br /> (b) Every dwelling unit shall be provided with a complete kitchen or kitchenette with <br /> approved cooking and refrigeration connections and sink facilities. No such kitchen <br /> connections or facilities shall be placed within any water closet compartment or <br /> within any bathroom. <br /> <br /> 1306.11 LIGHT AND VENTILATION FOR KITCHENS, BATHROOMS AND WATER <br /> CLOSET COMPARTMENTS. <br /> Every kitchen, bathroom and water closet compartment shall be provided with light and <br />'ventilation as prescribed for habitable rooms, except that in no case shall the aggregate glass <br />area in each room be less than three square feet. However, where an approved exhaust <br />ventilation system and approved artificial light is installed in such a manner as to be in operation <br />at all times when any such room is occupied, no natural light or ventilation shall be required. <br /> <br /> <br />
