Section 19. Voter Approval of Ordinances and Resoiutions. <br /> <br /> Any ordinance or resolution listed below in paragraph (a) through (e} shall <br />not become effective, after passage thereof, until Council su~mits such ordinance <br />or resolation to the electorate at a regular Municipal or general election occurring <br />more than 60 days after the passage the ordinance or resoluuon, and such <br />ordinance or resolution is approved by a majority of the electors voting thereon in <br />the City; <br /> <br />(a) <br /> <br />(b) <br /> <br />one providing for an increase in the rate of municipal income tax charged on <br />taxable income within the City under the municipal income tax provisions; <br /> <br />one providing for a reduction in the resident income tax credit for residenm of <br />the City under the municipal income tax provisions; <br /> <br />(c) <br /> <br />one providing for an increase in the basic water rates charged before any <br />exemption for water customers in excess of any cost increase incurred by the <br />City from the City of Cleveland or any other entity supplying water to the <br />City; <br /> <br />(d) one providing for an increase in the water customer sem'/ce charge for water <br /> customers; <br /> <br />(e) one providing for any increase in the salary of the Mayor. or any Councilman <br /> m any capacity; <br /> <br /> Section 3. The ballots for said election shall, ar the top thereofi be <br />entitled "City Charter Amendment Ballot" and the question to be submitted on said <br />ballot shall be in the words following: "Shall voter approval be necessary before any <br />ordinance or resolution passed by Council becomes effective which provides for a~ <br />increase in manic/pal income taxes, an increase in the water vastomer service <br />charge, an incre~e in the water rates in excess of any cost increase incurred by the <br />City from its supplier, or an increase in the salary of the mayor, or any councilman?' <br />In the appropriate position shall appear the words "Yes" or '~'o". <br /> <br /> Section 4. Notice of the proposed municipal charter amendment may <br />be given by newspaper advertising as is provided by taw. <br /> <br /> Section 5. The Clerk of Council is directed to c,,-~ify a copy of this <br />ordinance to the Board of Elections of Cayahoga County, and to take all further <br />action required by law relative to the submission of said amendment at said election. <br /> <br /> Section 6. That this Ordinance is hereby declared to be an emergency <br />measure necessary for the preservation of the Public peace, heaith, safety, and <br />welfare of the citizens of the City of Lakewood, the immediate ,-maergency being the <br />necessity of forthwith submission of the proposed Charter Amendment to the <br />electors of the City of Lakewood as is provided by law. Therefore. this Ordinance <br />shall be in full force and effect immediately upon its passage and approval by the <br />Mayor. <br /> <br /> Section 7. That the foregoing proposed amendment shall become <br />effective immediately upon its adoption. <br /> <br /> <br />
