1727.14 PUBLIC EDUCATION. <br /> <br /> The Health Commissioner or his designee shall engage in a continuing program to <br />explain and clarify the purposes and requirements of this chapter to citizens affected by <br />it, and to guide owners, operators and managers in their compliance with it. Public <br />education will also promote an awareness of the grave health consequences of tobacco <br />use. <br /> <br />1727.15 SEVERABILITY. <br /> <br /> If any provision, clause, sentence or paragraph of this chapter or the application <br />thereof to any person or circumstance shall be held to be invalid, such invalidity shall not <br />affect the provisions of this article which can be given effect without the invalid <br />provision of application, and to this end the provisions are declared to be severed. <br /> <br /> Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an upon meeting <br />of this Council, and that all such deliberations of this Council and of any of its <br />committees that resulted in such formal action, were in meetings open to the public in <br />compliance with all legal requirements. <br /> <br /> Section 3.
