Corrigan, FitzGerald, <br /> George, Roth, Seelie, Skindell, <br /> Smith <br /> AN EMERGENCY ORDINANCE enacting new Section 129.43 of the <br />Administrative Code of the Codified Ordinances of the City of Lakewood to establish a Juvenile <br />Accountability Incentive Block Grant (JAIBG) Special Revenue Fund. <br /> <br /> WHEREAS, the City has been awarded $19,554 by the State of Ohio Office of <br />Criminal Justice Services to establish the No Outs Project for the period January 1, 1999, through <br />June, 2000, and, <br /> <br /> WHEREAS, there is a compelling governmental interest to establish a new <br />Special Revenue Fund to segregate fmaneial information that will demonstrate accountability <br />and stewardship to the No Outs Project, and, <br /> <br /> WHEREAS, this ordinance constitutes an emergency .m. easure providing for the <br />usual dally operation ora municipal department in that creation of a separate fund will allow the <br />City to provide accurate information pertinent to the Office of Criminal Justice Services; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Administrative Code of the Codified Ordinances of the City <br />of Lakewood is hereby supplemented by enacting new Section 129.43 thereof to read as follows: <br /> <br />129.43 Juvenile Accountability Incentive Block Grant (JAIBG) <br /> Special Revenue Fund <br /> <br /> a) All revenues derived from this grant shall be kept and maintained in a separate <br />fund hereby designated as the JAIBG Fund. All expenses meeting the criteria of the grant award <br />shall be paid from this fund. <br /> <br /> Section 2. That the Director of Finance is hereby authorized and directed to take <br />the necessary steps to establish said account; to receive and administer grant funds from the <br />Office of Criminal Justice Services for the purpose of expanding the Lakewood Juvenile <br />Diversion Program to decrease the number of Lakewood juveniles who enter the County Juvenile <br />Court System and to make expenditures from said account for the purposes described above. <br /> <br /> Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open meeting of this <br />Council, and that all such deliberations of this Council and of any of its committees that resulted <br />in such formal action were in meetings open to the public in compliance with all legal <br />requirements. <br /> <br /> Section 4.
