Substituted ~ <br />Placed on 2nd REading 5/3 99. <br /> <br />ORDFNANCE NO. 20-99 <br /> <br />BY:Corrigan, FitzGerald, George, Roth, <br /> Seelie, Skindell, Smith <br /> <br /> AN EMERGENCY ORDINANCE establishing appropriations and authorizing and <br />directing the Mayor (Director of Public Safety). the Director of Public Works, and the Director of <br />Finance to advertise for bids and enter into a contract with the lowest and best bidder in accordance with <br />the Administrative Code of the City of Lakewood for the purchase of the listed information systems <br />applications replacement and upgrade, contracts not to exceed the specified amounts shown without <br />separate Resoiutinn of Council. <br /> <br /> WHEREAS, an emergency exists to provide for the immediate preservation of the public <br />property, health and safety, and to provide for the usual daily operation of municipal depanmunts in that <br />certain capital improvements projects are to be undertaken in 1999 in accordance with the Capital <br />Improvement Plan for fiscal year 1999, now <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section I. That there be $490,000 appropriated from the Permanent Capital <br />Improvement Fund for the expenditures authorized below. <br /> <br /> Section 2. That the Mayor (Director of Public Safety), the Director of Public Works, and <br />the Director of Finance ate hereby authorized and directed to advertise for bids and enter into a contract <br />with the lowest and best bidder in accotdence with the Administrative Code of the City of Lakewood for <br />'the following information systems applications replacement and upgrade, contracts not to exceed the <br />specified amounts shown, except as hereinafter provided: <br /> <br />.Municipal Court Infornmtion Systems Rephcement & Upgrade <br /> <br />Building Department Iufornmtion Systems Replacement & Upgrade <br /> <br />S255,000 <br />S2a5,000 <br /> <br /> Section 3. That the Mayor (Director of Public Safety), the Director of Public Works, and <br />the Director of Finance are hereby authorized and directed to enter into contracts as set forth above in <br />amounts not to exceed the specified amounts without ~ action from Council; and to enter into <br />contracts in excess of specified amounts only upon consent of Council evidenced by adoption of a <br />resolution spedfTing the authorized amount. <br /> <br /> Section 4. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that resulted in such formal action were in <br />meetings open to the public in compliance with all legal requirements. <br /> <br />Adopted: "~ <br /> <br /> Section 5. This ordinance is hereby declared an emergency measure for the masons <br />stated in the preamble hereof and provided it receives the afrmnative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the <br />Mayor, otherwise, it shall take effect and be in force alter the earliest period allowed by taw. <br /> <br /> Pr~ident <br /> <br /> <br />
