ORDFNANCE NO. 20-99 BY:Corrigan, FitzGerald, George, Roth, Seelie, Skindell, Smith AN EMERGENCY ORDINANCE establishing appropriations and authorizing and directing the Mayor (Director of Public Safety). the Director of Public Works, and the Director of Finance to advertise for bids and enter into a contract with the lowest and best bidder in accordance with the Administrative Code of the City of Lakewood for the purchase of the listed information systems applications replacement and upgrade, contracts not to exceed the specified amounts shown without separate Resoiutinn of Council. WHEREAS, an emergency exists to provide for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal depanmunts in that certain capital improvements projects are to be undertaken in 1999 in accordance with the Capital Improvement Plan for fiscal year 1999, now BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section I. That there be $490,000 appropriated from the Permanent Capital Improvement Fund for the expenditures authorized below. Section 2. That the Mayor (Director of Public Safety), the Director of Public Works, and the Director of Finance ate hereby authorized and directed to advertise for bids and enter into a contract with the lowest and best bidder in accotdence with the Administrative Code of the City of Lakewood for 'the following information systems applications replacement and upgrade, contracts not to exceed the specified amounts shown, except as hereinafter provided: .Municipal Court Infornmtion Systems Rephcement & Upgrade Building Department Iufornmtion Systems Replacement & Upgrade S255,000 S2a5,000 Section 3. That the Mayor (Director of Public Safety), the Director of Public Works, and the Director of Finance are hereby authorized and directed to enter into contracts as set forth above in amounts not to exceed the specified amounts without ~ action from Council; and to enter into contracts in excess of specified amounts only upon consent of Council evidenced by adoption of a resolution spedfTing the authorized amount. Section 4. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
