ORDINANCE NO, Z9-99 <br /> <br /> Please substitute for Ordinance 29-~9 <br />?laced on 1st reading & referred to <br />Committee of the Whole June 21, 1999 <br />Placed on 2nd rea~ing ~uly 6, 1999 <br /> By:Lorr~gan, FitzGerald, <br />George, Roth, Seelie, Skindell, Smith <br /> <br /> AN EMERGENCY ORDINANCE amending Chapter 137 of the Codified Ordinances of the <br />City of Lakewood, for the purposes of creating a Fire based Emergency Medical System <br />("EMS") within the Division of Fire and to provide for the administration of the Fire based EMS <br />system. <br /> <br /> WHEREAS, the City of Lakewood will be converting from a Hospital based EMS service <br />to a Fire based EMS service; and <br /> <br /> WHEREAS, the conversion from a Hospital based EMS service to a Fire based EMS <br />service is necessary to insu,'e the efficient, effective, and safe operation of the EMS services <br />within the City of Lakewood; and <br /> <br /> WHEREAS, currenUy the hospital based EMS service through Lakewood Hospital <br />assesses a fee for Emergency Medical Service and Ambulance transportation to both third <br />party payors and individual users of said services; and <br /> <br /> WHEREAS, it is in the best interest of the City of Lakewood that the City establish a <br />system that will allow for the appropriate, effective and efficient reimbursement by Medicare, <br />Medicaid and private third party insurers for the emergency medical services provided by the <br />City. <br /> WHEREAS, Medicare guidelines require that all payors including primary users as well as <br />third party payors be invoiced for said services; and <br /> <br /> WHEREAS, it is the desire of this Council to establish reasonable fees and charges for <br />the rendering of emergency medical service an.~ ambulance transportation in a manner and <br />fashion similar to those charges which are charged by other municipal government authorities; <br />and <br /> WHEREAS, this Ordinance is hereby declared to be an emergency measure immediately <br />necessary for the preservation and enhancement of the public peace, health, safety and <br />welfare of the City of Lakewood. <br /> <br />BE IT ORDAINED BY THE Q'TY OF LAKEWOOD, STATE OF OHIO <br /> <br />Section 1. ESTABLISHMENT. There is hereby established in and for the City of <br />Lakewood("City'~) the Section of Emergency Medical Services within the Division of Fire to <br />provide emergency medical services. <br /> <br />Section 2. The Chief of the Division of Fire shall have the power to direct and manage the <br />day to day operations of the Emergency Medica! Services. <br /> <br />Section 3. Emergency medical service and ambulance transport shall be provided by the <br />City of Lakewood, Division of Fire. Ail emergency medical service transport squads must be <br />staffed and equipped to provide advanced life support transport services. Such services shall <br />be provided in response to an emergency call for such services within the City, and outside the <br />City under provisions of a mutual aid agreement or applicable law governing mutual aid. <br /> <br />Section 4. As used in this section and for reimbursement purposes, the following words <br />and phrases shall have the meanings respectfully ascribed to them as follows: <br /> <br />(a) <br /> <br />"Basic Ufe Support" shall mean any pre-hospital non-invasive intervention by <br />personnel certified at the level of ENT-Basic as described in Section.4765 of the <br />Ohio Revised Code. Such interventions include, but are not limited to non-invasive <br />methods of airway control, oxygen administration, bleeding control, splinting of <br />fractures, treatment of shock, patient assessment and recording vital signs. <br /> <br /> <br />
