Placed on [st Reading and re£erre! <br />to Committee of the Whole 6/21/99. <br /> <br />2nd Reading 7/6/99. <br /> <br />ORDINANCE NO. 32-99 BY: Corrigan, FitzGerald, <br /> Roth, Seelie, SkindelI, Smith <br /> <br /> AN EMERGENCY ORDINANCE to allow the City of Lakewood to join the <br />West Shore Area Rescue Association, hereinafter referred to as WESHARE, with Bay <br />Village, Fairview Park, North Olmsted, Rocky River and Westlake, to provide optimum <br />Emergency Medical Service to the particiPating communities in cooperation with <br />regional county Emergency Medical Service systems. <br /> <br />George, <br /> <br /> WHEREAS, the City of Lakewood is converting from a Hospital based <br />EMS system to a Fire based EMS system; and <br /> <br /> WHEREAS, Lakewood Hospital has been a participating member in <br />WESHARE while the Lakewood EMS system has been Hospital based; and <br /> <br /> WHEREAS, the Mission Statement and Bylaws of WESHARE (which are <br />attached hereto and marked as Exhibit "A') are consistent with the goals of the City of <br />Lakewood in providing Fire based EMS services; and <br /> <br /> WHEREAS, the entrance of the City of Lakewood into WESHARE as set <br />forth below will enhance safety and contribute to the effectiveness of the Fire based <br />EMS system anti improve the public health, safety and welfare of the City of Lakewood <br />and the other member Cities. <br /> <br />BE IT ORDAINED 8Y THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Mayor be authorized to join WESHARE on behalf <br />of the City of Lakewood, subject to the Bylaws which are attached hereto marked <br />Exhibit 'A" and made a part hereof. <br /> <br /> Section 2. That any Ordinances or parts of Ordinances in conflict <br />herewith are hereby repealed. <br /> <br /> Section 3. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this ordinance were adopted in an <br />open meeting of this Council, and that all such deliberation of the Council and of any of <br />its committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legat requirements. <br /> <br /> Section 4. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives the <br />affirmative vote of two-thirds of all members elected to Council it shall take effect and <br />be in force immediately upon its adoption and approvat by the Mayor;, otherwise, it shall <br />take effect and be in force after the earliest pedod allowed by law. <br /> <br />A, opted: <br /> <br />Approved: <br /> <br />President <br /> <br /> <br />
