All encumbrances from the prior fiscal year shall be carried forward. <br />Section 9. All revenues projected and budgeted are reflected in the proposed budget document. <br /> <br /> Section 10. That the Director of Finance is hereby authorized to draw checks upon the City <br />depositories for the amounts appropriated in this ordinance whenever claims are presented, properly <br />approved by the head of the department for which the indebtedness is incurred, providing the President <br />of Council shall approve all claims of the City Council. <br /> <br /> Section 11. In accordance with Article III, Section 14, of the Charter of the City of Lakewood, <br />Council hereby determines that the manner of giving notice of the passage of this ordinance is to be by <br />posting copies hereof for a period of not less than fifteen (15) days in not less than five (5) of the most <br />public places in the City, which places have been determined by Council in Ordinance No. 55-59. <br /> <br /> Section 12. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this ordinance were adopted in an open meeting of this Council and of any of <br />its committees, that resulted in such formal actions, were in meetings open to the public in compliance <br />with all legal requirements. <br /> <br /> Section 13. That this ordinance is hereby declared to be an emergency measure for the reasons <br />stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the <br />Mayor; otherwise, it shall take effect and be in force after the earliest period allowed by law. <br /> <br />Adopted: <br /> <br />Approved: <br /> <br />President of Council <br /> <br /> <br />
