' ' ' <br /> <br /> AN EMERGENCY ORDINANCE providing for the submission to the e)ectors <br />of the City of Lakewood, a proposed Second Amended Charter of the City of <br />Lakewood. <br /> <br /> WHEREAS, the Community Governance Task Force, alter reviewing and <br />researching the Amended Charter of the City of Lakewood has recommended to <br />Council that the Charter be amended; and <br /> <br /> WHEREAS, the Community Governance Task Force has proposed a Second <br />Amended Charter of the City of Lakewood for consideration by Council and the <br />ele.ctors of the City; and <br /> <br /> WHEREAS, pursuant to the Amended Charter of the City of Lakewood and <br />the Constitution of the State of Ohio, the Council has determined to authorize <br />and direct the submission to the electors of the City of Lakewood of the proposed <br />Second Amended Charter, attached hereto and incorporated herein as "Exh ibit <br />A,' at the general election to be held on Tuesday, November 7, 2000, which <br />election is not less than 60 nor more than 120 days from the effective date of <br />this Ordinance; and <br /> <br /> WHEREAS, this Ordinance is hereby declared to be an emergency measure immediately <br />necessary for the preservation and enhancement of the public peace, health, safety and <br />welfare of the City of Lakewood; now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br />OF OHIO; TWO-THIRDS OF THE MEMBERS OF COUNCIL, CONCURRING: <br /> <br /> Section 1. That this Council hereby determines to authorize and direct <br />the submission to the electors of the City of Lakewood at the general election to <br />be held at the usual places of voting in the City on Tuesday, November 7, 2000, <br />the proposed Second Amended Charter of the City of Lakewood, attached hereto <br />and incorporated herein as "Exhibit A." <br /> <br /> Section 2. The Board of Elections of Cuyahoga County is hereby <br />directed to submit the following question to the electors of the City at the <br />general election on November 7, 2000; <br /> <br />Shall the proposed Second Amended Charter of the City of <br />Lakewood, as reported by the City Council of the City of <br />Lakewood, Ohio be adopted? <br /> <br /> The Clerk of this Coundl is instructed immediately to file a certified copy <br />of this Ordinance and the proposed form of the ballot question with the County <br />Board of Elections not less than 60 days and not more than 120 days prior to <br />Novem her 7, 2000. <br /> <br /> Section 3. That if the majority of electors vote in favor of adopUng the <br />Second Amended Charter of the City of Lakewood, it shall become effective <br />.lanuary 1, 2001 and all prior Charters shall be repealed, except as otherwise <br />provided in such Second Amended Charter. <br /> <br /> Section 4. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives the <br />affirmative vote of two-thirds of all members elected to Council, it shall take effect and <br /> <br /> <br />
